Production Strategy:Affordable Housing Units in <br />Market Rate Apartment Developments <br />Context <br />Cities can incentivize affordable housing units in market rate developments through: <br />•Requiring them as a condition of providing project financial support <br />•Adopting an inclusionary zoning provision that requires affordable units in all new multifamily <br />development <br />Affordable housing units are supported by tax increment financing <br />Objective <br />Increase the number of New Brighton housing units that are affordable to lower income <br />homeowners. Increase the prevalence of mixed-income housing in the city. <br />Strategy <br />Adopt an inclusionary housing ordinance that requires affordable housing units in all <br />developments over a certain size. Complementary incentives could include: <br />•Streamlined approval processes, waivers of certain fees, density bonuses, parking <br />reductions <br />Resource requirements. Tax increment financing to support affordable units.
