<br />t <br /> <br />RESOLUTION NO. 94-047 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />". <br /> <br />A RESOLUTION FOR LEGISLATIVE INITIATIVES FOR THE 1 994 SESSION <br /> <br />WHEREAS, the North Metro Mayors Association is comprised of the following cities: <br /> <br />Andover <br />Anoka <br />Blaine <br />Brooklyn Center <br />Brooklyn Park <br />Circle Pines <br /> <br />Columbia Heights <br />Coon Rapids <br />Crystal <br />Dayton <br />Ham Lake <br />Minneapolis <br /> <br />MCDA <br />New Brighton <br />New Hope <br />Oak Grove <br />Robbinsdale <br />Spring Lake Park <br /> <br />WHEREAS, the North Metro Mayors Association, for the past two years, has <br />aggressively worked with members of the State Legislature to address the problems of <br />the North Metro area; and <br /> <br />WHEREAS, Representative Myron Orfield has provided the initiative with his in-depth <br />studies of the area's demographics; and <br /> <br />WHEREAS, this data provided the basis for his legislative initiatives he introduced and <br />pursued during the 1993 Legislative Session; and <br /> <br />WHEREAS, the North Metro Mayors Association, in 1993 unanimously supported <br />Representative Orfield's legislation of Comprehensive Choice Housing, Transportation, <br />and Agricultural Preserve, and <br /> <br />WHEREAS, the above referenced bills passed the legislature, however, the Governor <br />vetoed the Comprehensive Choice Housing and Transportation legislation; and <br /> <br />WHEREAS, Representative Orfield re-introduced the Comprehensive Choice Housing <br />and Transportation legislation in 1994 along with initiatives to provide communities with <br />additional resources to address housing needs which includes, but not limited to, the <br />problems of blight and housing in need of rehabilitation; and <br /> <br />WHEREAS, Representative Orfield's method of providing the additional resources is by <br />capturing the value of higher priced homes and placing the generated funds into fiscal <br />disparities; and <br /> <br />WHEREAS, members of the North Metro Mayors Association have expressed concern <br />with using fiscal disparities to address the housing issue, as it could lead to negative <br />tampering with the program; and <br /> <br />WHEREAS, there is concern of its affect on the tax base of the community, the county, <br />and the school aid formula; and <br /> <br />WHEREAS, there is concern as to the fact that this legislation would be retroactive > <br />rather than proactive; and <br /> <br />WHEREAS, the North Metro Mayors Association realizes, as an organization, that the <br />ramifications of this legislation will impact each member community differently; and <br />
