<br />J <br /> <br />WHEREAS, the Association also recognizes the need for additional resources to meet the <br />housing needs of member communities and that most cities in the North Metro area have <br />a diminishing tax base. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT the North Metro Mayors Association and the <br />City of New Brighton takes the following position regarding the aforementioned legislation <br />being considered in the 1994 Session: <br /> <br />1. Support the Comprehensive Choice Housing legislation (HF #2171), <br />including any penalty provisions, <br /> <br />2. Support the "Full Community Access" Transportation legislation (HF <br />#2173), and the Metro Manifesto relating to trunk highways 610,10, and <br />100. <br /> <br />3. Support housing fund legislation which would not create negative efforts <br />on the housing development or the tax base of the North Metro <br />communities: and <br /> <br />4. Support any funding which directs production of affordable housing, include <br />the following provisions as per Mayor Edward Erickson (member of the <br />Governor's Task Force on Metropolitan Housing Policy): <br /> <br />a) Affordable housing, multiple or single family, should be "scattered <br />site" housing <br />b) Development incentives should be allowed to write down the cost <br />of the land and the installation of utilities in the more affluent <br />suburbs <br />c) Require developments to contain a minimum of 30% of affordable <br />housing with the remaining portion be market housing when using <br />any governmental funds or development tools. <br /> <br />5. Support the Sustainable Development legislation (HF #2126) which <br />establishes a task force to study State land use planning. <br /> <br />6. Oppose any changes to the current fiscal disparities law <br /> <br />7. Urge the members of the legislature and the Governor to come together, in <br />a bi-partisan effort, to resolve these issues during the 1994 Legislative <br />Session which are urgent and necessary to the well being of the citizens of <br />the metropolitan area, recognizing that if the divergent parties can come to <br />agreement, the Association would accept such legislation as long as the <br />goals address the housing and transportation needs of the North Metro <br />area. <br /> <br /> <br />ATTEST: <br /> <br />
