12 <br />Pay Plan Development <br />Pay Plan <br />•Baker Tilly led discussions with the City’s project team with regards to the <br />number of pay plans, type of pay plans, and design of pay plans. <br />•Determination for the number of pay plans an organization needs may be <br />influenced by the diversity of jobs, diversity in grading procedures, internal <br />equity versus external competitiveness, and even your organizational culture. <br />•The City currently utilizes 3 pay structures: General, DCAD, and Police <br />(DCAD/PD in CBA wage tables). <br />•Baker Tilly prepared 1 pay structure to accommodate most of the City’s <br />positions. <br />•Police Officer/Detective positions were not incorporated into pay plan or costing due to <br />active negotiations. <br />•Sergeant, Maintenance Worker, Crew Chief, Forester, Mechanic, Water Treatment <br />Operator positions actively in collective bargaining negotiations and therefore are not <br />shown in proposed title and grade assignments.
