He noted five inches of material would still have to be moved offsite. <br />He reported the reclaimed material strengthens the base or gravel below the roadway. He commented further <br />on the positive stormwater impacts that were achieved by reclaiming the asphalt material. <br /> <br />Motion by Councilmember Allen, seconded by Councilmember Abdulle to adopt the resolution <br />ordering Project 23‐1, 2023 Street Rehabilitation as proposed in the Feasibility Study, <br />authorize staff to proceed with the preparation of plans and specifications, and designate <br />the Director of Community Assets and Development as the engineer for this improvement <br />project. <br /> <br />5 Ayes, 0 Nays-Motion Carried <br /> <br />Council Business <br />1. Consider Resolution Accepting Bids and Award of Contract for Hansen Park <br />East and Tennis Court Reconstruction. <br /> <br />City Manager Massopust indicated Parks and Recreation Director Fink would be presenting this item to the <br />Council. <br />Parks and Recreation Director Fink stated staff received seven bids for the Hansen Park East and <br />Tennis Court Reconstruction project. It was noted a bid tabulation has been completed and all <br />bid totals were verified. The low bid of $2,898,434.32 submitted by Swan Companies, Inc. is <br />six percent above the engineer’s estimate of $2,730,868.40. The low bidder has previously <br />completed park work as Quiring Excavating prior to merging with Swan Companies. WSB has <br />previous experiences with them as Quiring Excavating and believes that they are qualified and <br />capable of performing work of this kind and magnitude. Staff commented further on the <br />project and recommended the Council award of the contract. <br />Mayor Niedfeldt-Thomas asked if the City has worked with the Swan Company in the past. <br />Parks and Recreation Director Fink reported this company has not worked in New Brighton <br />before, but noted WSB has experience with this company. Candace Amberg, WSB, explained <br />this company merged with a company she was familiar with and she has had good results with <br />them in the past. <br />Mayor Niedfeldt-Thomas requested further information regarding excavation/embankment and <br />sewer piping work that would be done. Ms. Amberg commented on the stormwater portion of <br />the bid in further detail noting this was a very difficult site to work with. She reported soil <br />borings were taken and the area has a great deal of peat. She estimated the excavation/ <br />embankment work would cost $200,000 and the sewer piping would cost an additional <br />$200,000. She explained additional soil correction work may be needed once the site was <br />excavated. <br />Councilmember Abdulle questioned how the ballfields will be used. Parks and Recreation <br />Director Fink described how the park would have two baseball fields, noting one could also be <br />used for soccer. <br />Councilmember Allen stated he was proud of the fact this park had one of the first disc golf <br />courses in the metro area.
