Review of Bids for Five-year Recycling Contract <br />City Council Review; 7-11-23 <br /> <br /> <br /> <br /> <br />Page 3 <br />(2) Cost to provide twice-a-year CLEAN-UP DAY SERVICES. <br /> Spring Fall <br />Republic No equipment or staffing charge; Disposal and tipping charges (landfill access fee) <br />associated with the clean up day will be passed through to the City <br />Walters Separate charges for staffing, equipment <br />Waste Management No equipment or staffing charge; Disposal and tipping charges (landfill access fee) <br />associated with the clean up day will be passed through to the City <br />Based solely on clean-up day costs, either Republic Services or Waste Management would be the preferred <br />provider. Neither would charge the city for staffing or equipment, and the city would only be charged for pass- <br />through fees associated with the types and amounts of materials collected. Walters proposal would charge the <br />City for multiple aspects of the clean-up day (staffing, equipment, and pass-through fees). <br /> <br />(3) Cost by Year ($) for Recyclable Collection at Multi-family buildings with seven or less units <br />o By code, all multifamily buildings in the community are required to provide recycling services to their <br />residents (City Code 13-166). <br />o The existing recycling contract provides an option for small or non-traditional multifamily buildings to be <br />serviced via the City’s contract at the building owner’s discretion. Rather than eliminate this option, staff <br />requested rates for such buildings to keep the option available in our next contract. NOTE: as of 2023, NO <br />qualifying multifamily building uses this City option, so the differences between companies in this category <br />should carry far less weight than the other factors examined in this report.
