Review of Bids for Five-year Recycling Contract <br />City Council Review; 7-11-23 <br /> <br /> <br /> <br /> <br />Page 4 <br />ENVIRONMENTAL <br />In light of anticipated elements of the City’s Climate Action Plan which is currently being penned, consideration of <br />each company’s fleet vehicles to be used in New Brighter was taken into consideration with this RFP. <br /> Primary Collection Vehicle Fuel Used <br />Republic Diesel <br />Walters Compressed Natural Gas <br />Waste Management Compressed Natural Gas <br />o From an environmental perspective, both Walters and Waste Management score points based on their <br />proposed use of compressed natural gas to fuel their local collection vehicles resulting in less CO2 <br />emissions in their routes. <br /> <br />o To Republic Services credit, they were recognized in 2023 as being the 15th most “sustainable” U.S. <br />company according to Barron’s who worked with worked with Calvert Research and Management, a leader in <br />ESG investing, to rank the largest 1000 publicly traded US companies across 230 ESG (environmental, social, <br />and governance ratings) metrics. Per their proposal, Republic Services has made an “industry-leading <br />commitment to fleet electrification”, but full implementation appears to be many years away and would <br />(likely) not be offered to New Brighton over the course of this contract. Republic has been made aware of <br />staff’s concerns, and will speak to their “act local” initiatives on July 11th. <br />Per the above findings and using a local lens to judge environmental stewardship, either Waste Management or <br />Walters would be the preferred provider based on environmental factors alone. <br />OPTIONAL ORGANICS SERVICES <br />None of the three providers expressed specific interest or pricing to provide organics recycling services as part of this <br />contract. One company did not address it (Walters), one company specifically recommended the continued use of <br />Ramsey County for this service (Waster Management), and one company (Republic) indicated they have programs in <br />other communities and would be happy to develop/negotiate a program for New Brighton provided the city opts out <br />of the Ramsey County program. Implementation would require a future contract amendment to establish rates for <br />this service. <br /> <br /> <br /> <br />
