Review of Bids for Five-year Recycling Contract <br />City Council Review; 7-11-23 <br /> <br /> <br /> <br /> <br />Page 5 <br />OTHER POSITIVE FACTORS <br />The following other factors were also identified by staff within the proposals and deserved to be weighed in the final <br />selection of a provider: <br />Republic Services <br />o Has successfully completed the current 7-year contract with the City with limited complaints or <br />problems. Maintaining service with our current provider eliminates all transition issues which can arise <br />(new cart deployment, resident notification of changes, data sharing for grant qualification, etc). <br />o As the existing provider, they have existing drivers that know the routes and quirks that may exist with <br />some residents. Supervisors regularly conduct ride-alongs with drivers to ensure quality control. <br />o Provides walk up services for residents with temporary or permanent physical limitations. <br />o Is implementing a new “Track my Truck” feature so customers can view truck proximity when enroute to <br />their location. <br />o Can provide educational materials in Spanish. <br />o Is leading the industry in fleet electrification. Pilot vehicles are in use in both Idaho and North Carolina, <br />and Republic is working with the manufacturer Oshkosh to design the first frame-up electric vehicle <br />platform. Unfortunately, there is no ETA on vehicle production, or when electric trucks may come to <br />New Brighton. <br />Walters Recycling <br />o Uses self-described “best-in-class” technology to enhance customer service and provide better data to <br />the community on the recycling program. <br />o Can connect with residents via the Walters app or via phone to meet the customer’s needs. <br />o Locally based (Blaine, MN), family-owned business. <br />o Offers walk up services for disabled and elderly patrons. <br /> <br />Waste Management <br />o WM already has recycling bins secured to provide to NB residents if awarded the contract. <br />o WM smart trucks™ use cameras mounted on the collection vehicles that create a record of collection <br />events and the contents coming out of containers. <br />o On board computers track routes, collections, and how many customers did not have bins out to provide <br />the city with an accurate assessment of participation rates. <br />o Educational materials are provided in English and Spanish.
