<br /> <br />MINUTES <br />Public Safety Commission <br />July 10, 2023 City Hall <br />Council Chambers 6:30 p.m. <br /> <br />I. Call to Order <br /> <br />The meeting was called to order at 6:30 p.m. by Chair Kuipers. <br /> <br />II. Roll Call: <br />Members Present: Commissioners Liza Allen, Tom Harkins, Geoff Hollimon, Leah Kuipers, <br />Adam Stout, Roberto Valdizan, Kevin Dostal Dauer (arrived 7:15pm), and Karen Wagner. <br /> <br />Members Absent: Commissioners Aisha Ali <br /> <br />Also Present: Deputy Director Trevor Hamdorf and Dave Matteson (Allina Health). <br /> <br />III. Approval of Agenda <br /> <br />Motion by Wagner, seconded by Harkins to approve the July 10, 2023 agenda as presented. <br />Motion carried 7-0. <br /> <br />IV. Approval of Minutes <br /> <br />Motion by Harkins, seconded by Allen to approve the June 12, 2023 minutes as presented. <br />Motion carried 7-0. <br /> <br />V. Presentations and Business Items <br /> <br />A. Police Body Worn Camera (BWC) Audit – Trevor Hamdorf, Deputy Public Safety <br />Director <br /> <br />Deputy Director Hamdorf presented the Commission with information on the police body <br />worn camera (BWC) audit. The audit requirements were reviewed and he was pleased to <br />report no discrepancies were noted within the BWC audit. It was noted the department has 33 <br />BWC, 32 in car video systems and three in building evidentially video recording systems. He <br />reviewed the department’s BWC policy and commented on the retention period. It was noted <br />the biggest consumer of BWC data is the court system. The next steps for the audit report <br />were discussed with the Commission. He commented further on the findings from the Police <br />Executive Research Forum (PERF) noting BWC’s have been in use for the past 10 years. He <br />discussed the benefits of the next generation BWC’s. He noted the full replacement of all <br />cameras would cost $36,000 and would be funded through the non-fleet fund. He stated the <br />cameras are being replaced every three to four years. He reviewed the requirements from the <br />Digital Evidence Management System (DEMS) and described how secure and efficient the <br />new data storage system was. <br />
