Name: New Brighton ADU Ordinance
Date: September 26, 2023
Page: 2

ADUs provide a climate-friendly housing option. ADUs provide housing without creating
new lots, and their size makes them energy efficient.
ADUs provide options for multi-generational housing which is a highly-valued option for
many cultures.
II. Timeline
The City recently received a Livable Communities grant from the Met Council to do this
work. We believe the project will take 4-6 months to complete. This timeline may be
shortened or lengthened, depending on the number of issues to be addressed as we get
into the work.
III. Proposed Public Engagement
Based on similar work we have completed in other communities looking to establish ADU
standards, we are recommending the following engagement and outreach efforts be
incorporated into the final work plan:
Website survey: Create and provide a link to an online survey to gather input from the
general public on accessory dwelling units. This survey may include images of ADUs to get
specific feedback. We will work with the City to push out the survey link on the city’s
website and city social media or elsewhere.
Equity Commission: Facilitate a session with the Equity Commission once we have a
working draft and seek input on equity considerations as a final draft is prepared.
Town Hall Meeting: Host one public engagement meeting and/or an open house to
gather public input on the subject. This will likely be at the onset of the project to identify
issues. It can also be scheduled after draft concepts have been prepared. This can also be
modified to be an on-site meeting if it’s determined that approach would garner more
input. Council is asked to provide guidance on the level of input you would like to see on
this front, and the workplan will strive to meet those expectation subject to budget
constraints.
In-person on-site meeting: Provide an opportunity for more engagement by meeting
residents where they are. This could include a neighborhood meeting or community
events. The budget includes one of these meetings to be determined working with city
staff.
