Name: New Brighton ADU Ordinance
Date: September 26, 2023
Page: 3

Planning Commission Updates: Bolton & Menk proposes attending two regular Planning
Commission meetings to review options and potential revisions and to receive feedback.
For all of the in-person and online engagement opportunities, we plan to provide
materials & handouts in other languages to ensure all parties can participate. We may be
able to have translators if available or if budget allows.

IV. Tasks
In general, we’d anticipate the following sequence of events would be followed by the
final work plan:
Research Existing Ordinances: Review several different ADU ordinances to provide some
ideas and concepts for consideration into a New Brighton Ordinance ADU including land
use and licensing. We will also review the existing ordinance language and how to best
incorporate ADU provisions into the current text. The Planning Commission and Council
will be consulted to ensure everyone is comfortable with what will be broadcast to the
community and/or the questions to be asked.
Public Engagement: A series of public engagement and educational efforts would be
undertaken to ensure the public understood ADUs were being considered, to learn what
concerns people may have, and to identify ways that concerns might be addressed.
Engagement should provide multiple avenues for feedback (on-line, in person, feedback
drop boxes, etc), and should include methods that go to the citizens rather than requiring
they come to the City.
Summary of Findings: Findings from public outreach would be presented to local officials,
and a general outline of intended next steps would be presented including general
parameters of the code to be drafted.
Draft Ordinance & Licensing Provisions: A draft ordinance will be presented along with
licensing provisions to ensure the City can track ADUs and conduct inspections if deemed
necessary given the framework that’s developed
Final Ordinance, Final Licensing Provisions, and Final Website Unveiled.
