Name: New Brighton ADU Ordinance
Date: September 26, 2023
Page: 4

V. Deliverables
We anticipate our work plan will include the development of an easy-to-understand
graphical handout explaining the licensing process and new land use regulations
governing ADUs. A city webpage devoted to ADU regulations would also be created to
educate residents on ADU options. These can include at least one other language than
English.
VI. Discussion
As we get this project kicked off, we would like to hear from the Council about your
thoughts about regulations and observations in the City and answer the following
questions:
• Is there anything the Council would like to see as part of the process or ordinance?
• Is there anything the Council would like to stay away from?
• Are there concerns about the proposed tasks & generalized process we plan to develop a
final workplan around?
• Are there certain types of public outreach you definitely must see as part of this effort?
Specific communities we must strive to engage in this discussion that might otherwise be left
out?
• Other thoughts before we get started?
VII. Anticipated Next Steps (through end of 2023)

• Based on Council feedback, we will develop a final work plan and contract at a not to exceed
price equal to the grant award from Met Council.
• Once the contract is finalized, we will conduct a kick-off meeting with staff to coordinate our
efforts.
• A website-survey to gather community input-online will be created, launched, and
advertised/disseminated.
• We will schedule and hold various public outreach events.
• We will start to put concepts and ordinance language to paper, and have our first meeting
with the Planning Commission within next two to three months to talk concepts and
potential changes.
• A meeting with the Equity Commission will be scheduled by end of year to review and get
input on a working draft
