New Brighton Climate Action Plan 2 -3 <br />CAP ACTIONS Strategy Action Transportation and Land Use <br />TL 1: Install pedestrian facilities with a goal of decreased VMT of 5% by 2030. <br />TL 1- 1 Develop a Safe Routes To Schools Implementation Plan (SRTS) for all schools within the City. Plan <br />implementation should focus on infrastructure and policy changes as well as education and encour- <br />agement. Establish timeline and plan for implementing all recommended improvements <br />TL 1- 2 Establish a living streets policy, and implement policy. <br />TL 1- 3 Participate, promote, engage and support Bike to Work/School Week efforts <br />TL 1- 4 Collaborate with partners to establish an education and information campaign promoting the ad- <br />vantages of and encouraging the elimination of vehicle idling. <br />TL 1- 5 Conduct an assessment of existing conditions and opportunities and establish a Living Streets Plan to <br />guide the implementation of living streets within the community. Include public funding plan. Imple- <br />mentation should prioritize locations which improve equity of mobility. <br />TL 1- 6 Develop a signage program to promote use of pedestrian trails, especially to improve pedestrian ac- <br />cess to schools (e.g. Safe Routes to School) and transit routes. <br />TL 1- 7 Enhance bike and pedestrian travel options through creating protected bike lanes on key travel cor- <br />ridors and improved pedestrian efflciency through mobile route mapping. Utilize Living Streets Plan <br />to prioritize routes and implementation. <br />TL 1- 8 Provide educational materials on the beneflts of fuel efflcient vehicles <br />TL 1- 9 Explore establishing a telecommuting and/or four-day work week policy for city employees and en- <br />courage other employers to implement similar policies. <br />TL 1- 10 Implement form-based code (codes prioritize the physical form and characteristics of buildings and <br />public spaces) along transportation corridors with goal of improved pedestrian experience (frequent <br />access points, greenspace, safety measures, trafflc calming, etc.) <br />TL 1- 11 Conduct a review of trafflc light timing and implement modiflcations and smart trafflc light technolo- <br />gy to minimize stoppage, idling, and fuel wastage. <br />TL 1- 12 Update the City's Transportation Plan to incorporate reductions in carbon emissions and vehicle- <br />miles-traveled, improved bicycle, pedestrian and transit service standards, and a policy requiring <br />project evaluation to include criteria on climate, equity, economic beneflt, health, safety and cost ef- <br />fectiveness.
