New Brighton Climate Action Plan 2 -4 <br />CAP ACTIONS Strategy Action Transportation and Land Use <br />TL 2: Promote increased ridership of transit with goal of increasing from 3.13% to <br />5% by 2030. <br />TL 2- 1 Explore options to secure funding and provide transit passes to all youth, households with low in- <br />comes, and individuals with restricted mobility. <br />TL 2- 2 Collaborate with New Brighton businesses to promote and expand on the Metro Transit Guaranteed <br />Ride Home program, and expand participation in the Employer Sponsored Pass program for work- <br />places to purchase bus passes for employees, students, etc. <br />TL 2- 3 Study mobility limitations and challenges for youth and seniors not addressed in existing programs <br />and services and explore additional mobility options and programs with partners to address limita- <br />tions while decreasing community vehicle miles traveled. <br />TL 2- 4 Advocate with Metro Transit to improve efflciency, convenience, frequency, and reliability of bus <br />service as well as improved bus shelter infrastructure. Collaborate with Metro Transit and Ramsey <br />County to improve public transit infrastructure including dedicated lanes, dedicated bus routes, and <br />create high-frequency rapid transit in corridors to improve "time equity / parity" of the route transit <br />time with what it would be to drive a car. Prioritization to be given on routes serving the city’s em- <br />ployment centers and areas with higher shares of people with mobility challenges. <br />TL 3: Increase average population per developed acre by 2% by 2030 (from 9.7 <br />residents to 9.9 residents per residential land use acre). <br />TL 3- 1 Conduct an assessment and review of the city's land use ordinances for identiflcation of zoning modi- <br />flcations to encourage appropriate increased density, increased community "walkability", and de- <br />creased reliance on automobile use. <br />TL 3- 2 Work with the development community and private land owners to redevelop in mixed-use zoning <br />area (i.e. along Silver Lake Road). <br />TL 3- 3 Review existing parking standards and investigate the elimination of minimum parking requirements <br />from Unifled Development Code and replace with a transportation reference guide for development <br />that includes considerations for all modes. Allow developers to determine and defend their transpor- <br />tation needs - don't mandate parking. <br />TL 3- 4 Investigate and implement an ADU policy which will create additional legal ADUs compatible with <br />residential neighborhoods. This will add additional housing options for the City’s workforce, seniors, <br />families with changing needs, and others for whom ADUs present an affordable housing option.
