Deciduous trees shall be exempt 69 <br />from this requirement. 70 <br />(7) Landscaping and Vegetation. Vegetation may be used for natural filtration as part of a site’s 71 <br />drainage system where drainage patterns align to flow towards these areas prior to stormwater 72 <br />runoff reaching surface water resources. 73 <br />A. General Requirements: 74 <br />1. Trees planted on the south side or within parking areas shall be deciduous to 75 <br />improve sunlight reaching paved areas during winter months in order to improve 76 <br />surface melting. 77 <br />2. Landscaping or plantings shall consist of native vegetation species and not require 78 <br />the use of pesticides, herbicides, insecticides or other plant treatments, especially 79 <br />neonicotinoids. 80 <br />C. Landscaped parking lot islands, a minimum of nine (9’) feet wide and long enough to 81 <br />protect adjacent parking spaces, shall be required at the beginning and end of each parking 82 <br />row to break up longer rows. This requirement may be waived if the parking lot design 83 <br />achieves all of the following: 84 <br />1. Consolidates landscape and stormwater management areas into large medians, 85 <br />2. Demonstrates adequate traffic calming, 86 <br />3. Implements design techniques for using less salt in winter conditions, and 87 <br />4. Medians can function as adequate snow storage as part of a snow storage plan. 88 <br />D. Parking spaces and rows shall be organized to provide consolidated landscaped areas 89 <br />and on-site stormwater management. 90 <br />(8) Lighting. 91 <br />A. Maximum site illumination shall be regulated as follows: 92 <br />1. Site illumination shall not exceed .5 foot-candles at ground level when measured at 93 <br />an adjoining residential property in residential areas and 2.0 footcandles in non-94 <br />residential areas. 95 <br />2. Lighting on the site and building shall be full cut-off directional lighting directed 96 <br />downward, and installed so as to prevent direct light from being detectable at the lot 97 <br />line of the site on which the light source is located. 98
