Lighting structures shall be located around the perimeter of the parking area and shall 101 <br />not be placed as freestanding structures within the parking area. Lighting structures may 102 <br />be placed within a traffic safety island when the parking area is sufficiently large enough 103 <br />to allow snow plows unimpeded access around and between island during winter snow 104 <br />events. Light structures within parking lots may not exceed 20 feet in height in vehicular 105 <br />areas and a maximum of 15 feet in height in pedestrian areas. 106 <br />C. Lighting as described in this Subsection shall not shine directly into the public right-of-107 <br />way, onto any residential use, or into any natural areas, including wetlands, ponds, prairies, 108 <br />and forested areas. (Ord. No. 567, 12-13-88; Ord. No. 662, 11-23-99; Code of 2001) 109 <br />Section 11-020. Construction and Maintenance. 110 <br />(1) Surfacing. All off-street driving, loading, and parking areas shall have a paved surface. No 111 <br />vehicle may be parked and no property owner shall allow a vehicle to be parked off-street unless 112 <br />the vehicle is on and over an approved bituminous, concrete, brick, or decorative block surface 113 <br />that spans the entire vehicle. Permeable surfaces are allowed, such as permeable pavers, permeable 114 <br />asphalt, or other approved and improved permeable materials. Permeable surfaces must be 115 <br />designed, constructed, and maintained to allow infiltration or collection of stormwater in order to 116 <br />count as a permeable surface. For the purposes of calculating impervious surfaces, permeable 117 <br />surfaces allowed for parking areas may count against impervious surface maximums found in 118 <br />residential zoning districts and shoreland requirements. The definition of a “vehicle” in Minn. 119 <br />Stats. §169.011 is hereby adopted for the purpose of this ordinance and includes any conveyance 120 <br />with an axle. (Ord. 768, 11-25-2008). Parking areas and driveways shall be kept free of dirt, dust, 121 <br />debris and waste. In winter months, required parking areas shall be cleared of snow and ice within 122 <br />a reasonable time. 123 <br />(2) Curbing. All off-street driving, loading, and parking areas shall be constructed with poured-124 <br />in-place concrete curb except for single- and two-family residences. Curbs shall be surmountable 125 <br />to allow for better snow management in addition to facilitating wildlife crossing areas to the extent 126 <br />practicable, especially in areas of park setting, natural vegetation, or water resource locations. 127 <br />(3) Striping. All parking stalls shall be marked with white or yellow painted lines not less than 128 <br />four inches wide except for single- and two-family residences. Such markings shall be maintained 129 <br />in a clearly legible condition. 130
