Access shall be usable by mobility-impaired persons and shall be designed and 218 <br />constructed to be easily located by the sight-impaired pedestrian by either grade 219 <br />change, texture or other equivalent means; 220 <br />iv. A clearly delineated crosswalk shall be required when a walkway crosses a 221 <br />driveway or a paved area accessible to vehicles. Raised crosswalks or speed bumps 222 <br />may be required at all points where a walkway crosses the lane of vehicle travel. 223 <br />vi. Parking stalls shall not be located where they obstruct doorways, driveways, 224 <br />or pedestrian walkways. 225 <br />vii. In large parking lots of over 60 stalls, a combination of traffic safety islands or 226 <br />landscape medians, with pedestrian circulation, shall be provided to divide the 227 <br />parking lot into sections. No parking stall shall be over 200 feet from a median or 228 <br />traffic safety island with pedestrian circulation. 229 <br />viii. Trail designs shall meet requirements as spelled out by the Department of 230 <br />Community Assets & Development. 231 <br />(10) Drive-Thru Facilities. Commercial uses containing drive-in or drive-up facilities shall be 232 <br />permitted only by issuance of a Special Use Permit. Such special use shall be considered in 233 <br />accordance with Section 8-130 and the following standards: 234 <br />A. The drive-thru facility does not negatively impact traffic on public rights-of-way. 235 <br />B. A stacking lane shall be provided with a minimum of four spaces per lane in addition 236 <br />to the number of required parking spaces. 237 <br /> C. The stacking lane shall be a minimum of ten feet wide. 238 <br /> D. The vehicle stacking lane shall not extend beyond the street right-of-way line. 239 <br />E. The vehicle stacking lane shall be delineated so that vehicles waiting in line will not 240 <br />unreasonably interfere with the primary driving, entrance, exit, and parking facilities on 241 <br />site. Employee-only designated parking may be considered in an effort to comply with this 242 <br />condition. 243 <br />F. The principal pedestrian connection to the entrance of the use from a public sidewalk 244 <br />may not cross the drive through facility stacking lane. 245 <br />G. Any pedestrian walkway that is adjacent to or crosses the stacking lane must be marked 246 <br />and clearly indicated with signage or painted crosswalk. 247 <br />H. The drive-thru use may be limited so as not to unreasonably interfere with adjacent and 248 <br />nearby uses. Limits of use may include, but is not limited to, prohibition of certain uses 249 <br />that may be inappropriate due to their demand on parking and stacking needs, such as fast 250 <br />food establishments. 251
