<br /> <br />Z | 11 - 8 <br />(9) Circulation. Except in the case of single- and two-family residences: 186 <br />A. For vehicles: 187 <br />1. Parking areas shall be designed so that circulation between parking stalls or aisles 188 <br />occurs within the designated parking lot and does not depend upon a public street or 189 <br />alley. 190 <br />2. Parking area designs that require backing into the public street shall be prohibited, 191 <br />with the exception of emergency vehicles or vehicles plowing snow. 192 <br />3. “Entrance only” and “exit only” signs may be required by the Department of 193 <br />Community Assets & Development where necessary to ensure sufficient circulation 194 <br />and access to a public street. 195 <br />4. Cross access and circulation across adjoining parcels is required where appropriate 196 <br />and feasible, to be determined by the Department of Community Assets and 197 <br />Development. Joint circulation shall be documented in a cross access and circulation 198 <br />easement and agreement, subject to approval by the city. 199 <br />B. For pedestrians: 200 <br />1. Pedestrian access points shall be provided at all pedestrian arrival points to the 201 <br />development including the property edges, adjacent lots, abutting street intersections, 202 <br />crosswalks, and at transit stops if applicable. Pedestrian access shall be coordinated 203 <br />with existing development to provide circulation patterns between developments. 204 <br />2. Planned trail connections as identified in the City’s Comprehensive Parks Plan shall 205 <br />be accommodated and incorporated into projects as may be necessary by the 206 <br />Department of Community Assets & Development. 207 <br />3. Pedestrian walkways and trails shall form an on-site circulation system that 208 <br />minimizes the conflict between pedestrians and traffic at all points of pedestrian access 209 <br />to on-site parking and building entrances, and between buildings. 210 <br />4. Pedestrian access and walkways shall meet the following minimum design 211 <br />standards: 212 <br />i. Access and walkways shall be luminated and physically separated from 213 <br />driveways and parking spaces by landscaping, berms, barriers, grade separation or 214 <br />other means to protect pedestrians from vehicular traffic; 215 <br />ii. Access and walkways shall be a minimum of six (6) feet of unobstructed width 216 <br />and meet City standards for surfacing of walkways or sidewalks; 217
