7

Dear City of New Brighton Employee:

We are building tomorrow today in New Brighton. Whether you are a new or long-
time employee, you are very valuable to the City of New Brighton. The City
recognizes that it is through our employees that our citizens are served.
We want you to become the most effective employee possible. For that
reason, we have prepared this manual to help you understand your rights,
responsibilities and benefits as an employee. Please keep it available for
easy reference in the event you have questions about a particular issue.

While we have made every attempt to address issues of concern to an employee
and the city as an employer, this manual should not be taken as a
completely comprehensive document. There are many specific laws and
regulations dealing with employment and it is impossible to include all their
details. The manual is a compilation of key federal and state provisions and
locally adopted policies, and it shall be revised as needed. For positions
represented by unions, the terms of negotiated collective bargaining
agreements and Department of Public Safety Operating Guidelines take
precedence if they conflict with the provisions of this manual. Employees
with questions not addressed in the manual should feel free to contact the
City Manager’s Office.

We encourage you to enjoy your job, to set high standards and take pride in your
work, and to perform your job to the very best of your ability. It is our hope
that by working together we will continue to maintain and improve the high
quality of government in the City of New Brighton.

Dean R. Lotter City Manager
