8 <br /> <br />Employee Notice <br />The purpose of this Employee Handbook, and supplemental Policy Addendum and Information <br />Technology (IT) Handbook, is to provide a general resource of the City of New Brighton’s policies <br />and procedures regarding conditions of employment. The personnel policies and procedures <br />included in this Handbook serve as an information guide to help employees become better informed <br />and to make their experience with the City more rewarding. <br /> <br />The rules should not be construed as binding contractual agreements, but rather as applied in <br />accordance with the following personnel policies of the City: <br /> <br /> Fair and competitive conditions of employment will be established and maintained to <br />promote efficiency and economy in the operation of the City government. Employees <br />covered by these policies will be subject to satisfactory compliance with these policies and <br />other workplace rules, safety rules, and departmental policies. <br /> <br /> Some employees of the City are represented by a union. The provisions of any labor <br />agreement between the City and a certified representative of City employees, which directly <br />modify or abridge any of these rules, will prevail. <br /> <br /> A probationary employee may be reassigned, demoted, or discharged summarily at the sole <br />discretion of the City. It is the responsibility of management to inform employees of their <br />responsibilities and duties in matters of personnel and operational policies. <br /> <br />Employees subject to these policies are responsible for complying with and carrying out the <br />provisions stated forth in the Employee Handbook. Any employee who fails to comply with any of <br />these provisions shall be subject to disciplinary action in a form that the City deems appropriate, up <br />to and including dismissal from employment. <br /> <br />Scope <br />This Employee Handbook contains general statements of policy and information for both <br />supervisors and employees. This Handbook also applies to union employees <br />to the extent that it does not conflict with the collective bargaining agreement or contain changes to <br />mandatory subjects of bargaining. Union employees are encouraged to consult their collective <br />bargaining agreement first for information about their employment conditions. <br /> <br />In addition, the Respectful Workplace (Section 23) policy applies to all employees, elected officials, <br />all members of commissions and committees appointed by the Council, and all individuals <br />maintaining a business relationship with the City. Elected Official Travel guidelines are defined <br />(Section 25). <br /> <br />If a personnel policy is held invalid by judicial or legislative action, the remainder of these policies <br />will not be affected. <br /> <br /> <br /> <br /> <br /> <br /> <br />Not an Employment Contract <br />This Handbook is intended to provide an overview of citywide policies and procedures.
