16 <br /> <br />1.12 Department of Community Assets and Development (DCAD) <br />DCAD is responsible for all functions related to community and economic development, engineering <br />and public works. DCAD is responsible for community planning, the development and maintenance <br />of the City’s Comprehensive Plan, land use and development, permits related to codes, <br />administration of the zoning and subdivision ordinances, building inspections, and code <br />enforcement. Public Works maintains water, sewer and storm water facilities as well as sidewalks <br />and streets. Public Works provides maintenance and repair to City equipment, vehicles and facilities <br />as well. <br /> <br />1.13 Finance <br />The Finance Department provides accounting services for all Ccity departments. This department <br />administers the payroll and related personnel activities. This department is responsible for revenue <br />collections, disbursements, investments, utility billing, elections, preparation of the annual budget, <br />and financial statements of the Ccity. <br /> <br />1.14 Public Safety (Revised November 13, 2012) <br />The Public Safety Department (police, fire, and emergency management) enforces federal, state, <br />county, and municipal laws within the City. The Public Safety Department also responds to medical <br />emergencies, fire emergencies, accidents, animal control calls, theft, damage to property, and alarm <br />responses. The Public Safety Department is responsible for providing public education, crime <br />prevention programming, emergency preparedness programming, and community orientated police <br />work. <br /> <br />1.165 Parks and Recreation (Revised November 13, 2012) <br />Parks and Recreation is responsible for coordinating recreational activities for the community, <br />operating the New Brighton Community Center and golf course, and maintenance of the City’s park <br />system. <br />
