15 <br />This citizen commission advises the City Council on all city land use planning matters. Duties <br />include the development and maintenance of the New Brighton Comprehensive Plan, <br />carrying out procedures directed by the City Council and making recommendations to the <br />Council. <br /> <br />1.9C Parks, Recreation, and Environmental Commission (PREC) (Revised November <br />13, 2012) <br />This commission advises the City Council on the proper use and care for parks and the <br />natural environment and advises on policies covering recreational activities of the City. <br />Issues relating to the New Brighton Community Center also come under the duties of the <br />PREC. <br /> <br />1.9D Economic Development Commission (EDC) <br />The purpose of the EDC is to advise the City Council on economic development related <br />matters including redevelopment, industrial and commercial business retention and <br />expansion, place making/sense of place activities and housing programs. <br /> <br />1.9F Public Safety Commission <br />This citizen commission advises the City Council on matters related to the goals, policies and <br />operations of public safety in New Brighton. Duties include assisting the police and fire <br />divisions in activities such as assessing community concerns, developing long range strategic <br />plans, reviewing human right complaints, assisting in developing and monitoring achievement <br />of performance measures. <br /> <br />1.9G Equity Commission <br />This citizen commission advises on issues and goals related to diversity, equity, and <br />inclusion. It focuses on City policy conversations and governance decisions with equity in <br />mind. <br /> <br />1.10 City Manager <br />The City Manager is authorized and directed to administer the City’s personnel handbook. The City <br />Manager may issue administrative directives and instructions, consistent with this handbook, as <br />necessary to explain and clarify the provisions and to facilitate their use. The City Manager may <br />designate an assistant to aid in the administration of this employee handbook and to perform, under <br />supervision, any other functions which the City Manager is authorized to perform. In exercising <br />these duties, the City Manager may delegate to Department Directors and supervisors the power <br />and duty to act on personnel matters within their respective areas in accordance with directives, <br />guidelines and instructions given. <br /> <br />1.11 Administration Department <br />The Administration Department is responsible for executing the policies adopted by the City Council <br />and providing for the general management of the City. The Administration Department is <br />responsible for personnel, compensation and benefits administration, labor relations, <br />communications, equity initiatives, Information Technology, policy research and implementation. <br />The Administration Department consists of the City Manager, Assistant City Manager/ <br />Administrative Serviceson Director, Diversity, Equity, and Inclusion (DEI) Coordinator, <br />AdministratorIT Manager, IT Technician IISystems Administrator, IT Technician I, HR Analystm, <br />City Clerk and Deputy City Clerk.
