18 <br />Section 2: Purpose and General Statements <br /> <br />2.1 Purpose <br />The purpose of this Hhandbook is to provide a uniform and efficient system of personnel <br />administration, and to set forth the pledge of the employer and employees to their continued <br />dedication to the highest quality of public service. This Hhandbook is not intended to be, and does <br />not constitute an employment contract. The hHandbook defines the rights and responsibilities of the <br />City and its employees and can be used as a guide in helping each employee become more <br />acquainted with the expectations of the City. <br /> <br />2.2 Application of Employee Handbook (Revised November 13, 2012) <br />This eEmployee hHandbook applies to all full-time, permanent part-time (three-quarter time and, <br />half-time), temporary, seasonal, part-time, paid-on-call firefighters, and interns of the City of New <br />Brighton. Except where specifically noted, this handbook does not apply to elected officials, <br />members of city boards, commissions, and committees, independent contractors including the City <br />Attorney and volunteers. This Hhandbook replaces all previously adopted employee policies. All <br />employees are required to read the Handbook, including Policy Addendum and IT Handbook, and <br />sign the Employee Handbook Receipt & Acknowledgement form found at the end of this Handbook. <br />This hHandbook will take precedence over all past practices and oral and written representation of <br />regular terms and conditions of employment. The City has the right to amend the Hhandbook at any <br />time without prior notice. <br /> <br />2.3 At-Will Employment <br />Your employment is considered to be at-will, which means that you or the City may choose to <br />terminate the employment relationship at any time for any reason, subject to limitations imposed by <br />law. <br /> <br />2.4 Orientation to the City of New Brighton (Revised November 13, 2012) <br />All new employees will go through an orientation process with the, Department Director, or <br />designee, HR Analyst, and a representative of the Finance Department (employee benefits). The <br />orientation will include a review of this Hhandbook, benefits information, introductions, emergency <br />procedures, and basic information to get you started in your new position with the City. <br /> <br />2.5 Collective Bargaining Agreements <br />Any employee whose position is included in a collective bargaining agreement entered into in <br />accordance with the Public Employment Labor Relations Act shall be exempt from any provision in <br />the employee handbook that is not consistent with the terms of such agreement. <br /> <br />2.6 State, Federal, Local Legislation <br />No provision of this Handbook is intended to violate, supersede, or conflict with any applicable <br />constitution, statute, or Federal law or regulation; any provision of civil service rules; or a collective <br />bargaining agreement in effect between the City and its employees. To the extent of any such <br />conflict or violation, the offending provision of this Hhandbook should be void but all remaining <br />provisions of this document shall remain in effect.
