19 <br />Section 3: Definitions <br /> <br />3.1 Probationary Employee (Revised November 13, 2012) <br />A probationary employee is one who has been assigned a regular full-time or permanent part-time (, <br />three-quarter time or, or half-time) position, but has not completed the required six (6) month <br />probationary period. The probationary period for all police officers, paid on-call fire fighters, <br />maintenance workers, and mechanics shall be one year from the date of employment or promotion. <br />This does not preclude these employees from receiving a step increase at six months of service <br />pending a satisfactory performance review at the time of the increase. <br /> <br />3.2 Elected Official <br />An elected official is one who has been elected to a constitutional or statutory office within the City <br />governmental system. <br /> <br />3.3 Department Director <br />A Department Director is appointed by the City Manager to assist and support the City Manager in <br />executing all responsibilities of the office of the City Manager. The Department Director may <br />administer discipline and corrective action such as suspension, training, transfer, and adjust <br />grievances. The Department Director is also responsible for administering the department’s annual <br />budget and supervising the day- to- day work activities. <br /> <br />3.4 Non-Union Employees <br />Non-union employees are all employees in positions that are not specifically included in any of the <br />City bargaining units. <br /> <br />3.5 Exempt Positions <br />Exempt positions may include managers, executive, administrative, and professional employees, <br />who because of the nature of their work are exempt from the minimum wage and overtime provisions <br />of the Fair Labor Standards Act. <br /> <br />3.6 Non-Exempt Employees <br />Non-Exempt employees are those employees who do not meet the criteria for exempt status and <br />are eligible for overtime pay under the Fair Labor Standards Act (FLSA). <br /> <br />3.7 Interns <br />Interns are short-termtemporary employees, typically less than six (6) months, employed part-time <br />and receiving no benefits. An internship position is typically related to the completion of an <br />educational requirement for an undergraduate or graduate college program. Any department <br />wishing to create an intern position shall notify the City Manager. Benefits are not paid or accrued <br />by interns working for the City. <br /> <br />3.8 Unpaid Interns (Revised November 13, 2012) <br />Unpaid interns are short-termtemporary employees that typically work for the City for less than six <br />(6) months in a calendar year. Unpaid interns receive no compensation or benefits. An unpaid <br />internship position is typically related to the completion of an educational requirement for an <br />undergraduate or graduate college program. Any department wishing to create an unpaid intern <br />position shall notify the City Manager.
