23 <br />Section 4: General Employee Safety Provisions <br /> <br /> <br />4.1 Safety <br />The primary source of information regarding safety is the City’s Administrative Safety and Health <br />manualAWAIR (A Work Place Accident and Injury Reduction) Program. A copy of the manual <br />Program is available on the City’s intranet shared drive site. The City Safety and Health manualand <br />details the City of New Brighton’s commitment to safe work practices. <br /> <br />4.2 Safety Responsibilities <br /> <br />A. The City Manager has the ultimate responsibility for the safety and well-being of all City <br />employees. <br /> <br />B. The City Manager and Department Directors are directly responsible for the safety of all <br />personnel within their respective departments. The Department Director will provide safety <br />procedures and policies for their departments to follow and will arrange the necessary <br />training to carry out these policies. Comprehensive safety training concerning all aspects of a <br />job will be provided to all new employees. The content of and participants in training will be <br />documented. <br /> <br />The City Manager and Department Directors are responsible for maintaining current and up- <br />to-date safety information and for keeping their employees advised as to changes in federal, <br />state, and local rules or procedures. <br /> <br />Each Department Director is responsible for conducting periodic safety inspections of their <br />department for possible code or safety violations. The Department Director will review the <br />safety procedures of their department and will correct safety violations or discrepancies in <br />procedures. <br /> <br />Each Department Director will prepare specific work rules which apply exclusively to the <br />safety needs of the department. As often as possible, these safety rules will be provided in a <br />"job hazard analysis" form. The rules will be posted within the department. A copy of the <br />department's rules must be submitted to the City Manager's office periodically. <br /> <br />The Manager and Department Directors are responsible for overseeing these duties while <br />the actual administration or implementation may be delegated to other staff members. <br /> <br />C. The HR Analyst will coordinate the City-wide safety program and periodically review their <br />progress and success with Department Directors and the City Manager. The HR Analyst will <br />review department specific work rules to ensure safety needs are being met and that they <br />are in compliance with current laws and regulations. <br /> <br /> <br />C.D. The City is committed to providing a safe and healthy working environment for all of its <br />employees. It is the responsibility of each employee to: <br /> Understand and follow all rules and safety standards, <br /> Make sure that they are familiar with the safe and proper use of any vehicle, tool, or piece
