NEW <br /> n IN BRIGHTON <br /> building tomorrow today <br /> Council Worksession <br /> March 12, 2024 <br /> 5:00 pm <br /> Present: Mayor Kari Niedfeldt-Thomas <br /> Councilmember Abdullahi Abdulle <br /> Councilmember Graeme Allen <br /> Councilmember Pam Axberg <br /> Councilmember Emily Dunsworth <br /> Absent: <br /> Staff in Attendance: Devin Massopust, Ben Gozola <br /> Guests in Attendance: Jeffrey Matzke (Bolton& Menk) <br /> ADU Engagement Process and Survey <br /> Massopust stated Jeffrey Matzke from Bolton & Menk would be presenting the draft ADU survey for <br /> Council's review and edits, and will review the overall engagement strategy proposed to unfold over the <br /> coming months. <br /> Jeffrey Matzke, Bolton & Menk, introduced himself to the Council. He stated he was looking forward to <br /> working with the City and engaging with the public in order to draft an ADU Ordinance. He reviewed the <br /> Ordinance goals with the Council which included creating zoning standards for accessory dwelling units <br /> (ADUs). He described the engagement that would happen with the community. He noted he spoke with the <br /> Equity Commission last month and they recommended local homeowners and renters be protected, versus <br /> making ADUs available to investment brokers. The Equity Commission supported the City completing a <br /> survey in order to gain neighborhood input and how neighborhoods viewed ADUs. It was noted this survey <br /> would be distributed online and would be translated into four different languages (English, Hmong, Somali and <br /> Spanish). He reviewed the draft ADU survey in further detail and requested feedback from the Council. <br /> Councilmember Allen suggested a preliminary definition of how the City defines ADUs be considered within <br /> the survey. In addition, he recommended a minimum lot size be proposed for ADUs. <br /> Mayor Niedfeldt-Thomas supported the City clarifying it was interested in permanent ADUs versus temporary <br /> ADUs. Mr. Matzke indicated he could put clarifying language into the survey regarding this matter. <br /> Councilmember Abdulle did not support the City leading people's opinions within the survey. He stated the <br /> purpose of the survey was to gather community input on ADUs. <br /> Mayor Niedfeldt-Thomas explained the City would be engaging with the public on this topic in order to gather <br /> ri information on how the Ordinance should proceed. She stated it may be valuable to understand the level of <br /> support the community has for ADUs. <br />
