March 26,2024 Page 3 of 7 <br /> Dan Bower,349 Oakwood Drive,thanked staff for the detailed presentation.He explained he had discussed a <br /> dead telephone pole with staff.He commented on the drainage concerns he had and recommended stafftake <br /> a look at the drainage in the rear yards as well as the front yards for the homes on Oakwood. He stated he was <br /> also concerned with the drainage within the park and asked that staff investigate this further. <br /> Edger Getchi, 100 Oakwood Drive and 130 Oakwood Drive,questioned if the assessment cost could be <br /> reduced.He indicated he would be charged$3,400 for two properties on Oakwood Drive,which he believed <br /> was excessive.He commented on how some of his property would be cut off and inquired if the City would <br /> be compensating him for this. <br /> Mayor Pro-Tem Dunsworth noted for the record,the Council had received an email and questions in the <br /> Zoom chat. <br /> Mayor Pro-Tern Dunsworth asked for additional comments, there were none. <br /> Motion by Councilmember Axberg,seconded by Councilmember Abdulle to close the <br /> Public Hearing. <br /> 4 Ayes,0 Nays-Motion Carried <br /> The Public Hearing was closed at 7:07 p.m. <br /> Councilmember Abdulle thanked the residents who were in attendance at this meeting. He also <br /> thanked staff for the detailed presentation on this project. He requested further information <br /> regarding how the park improvements and Oakwood Drive improvements would be <br /> coordinated. Community Assets and Development Director Schlichting explained Xcel would <br /> be completing their work first and the street project work would be phased. He commented on <br /> how staff would be coordinating with the parks department for the work that would be <br /> completed within the park. <br /> Councilmember Allen asked when seniors had to apply for the senior deferral program for their <br /> special assessment. Engineering Supervisor Lynde stated the senior deferral program was <br /> completed through an application process and typically this is done prior to the assessment <br /> hearing, which would be held in September of 2025. Community Assets and Development <br /> Director Schlichting reported if a senior was approved into the deferral program, the <br /> assessment would not be due until the property sold. <br /> Councilmember Allen questioned how corner properties were assessed. Engineering <br /> Supervisor Lynde explained corner properties were assessed only on the short side of their lot. <br /> Councilmember Allen indicated his property was included in this street reconstruction project. <br /> While he was not excited to pay a special assessment, he supported the City investing in and <br /> properly maintaining its infrastructure. He stated he appreciated the fact the City helped pay a <br /> portion of the street improvements. He encouraged residents to speak with staff if they have <br /> any questions regarding the proposed street improvement project. <br /> Mayor Pro-Tem Dunsworth asked if residents would be trapped in their homes during the <br /> street reconstruction project. Community Assets and Development Director Schlichting <br /> explained the times when residents would be most impacted would be when large utilities were <br /> installed and when the driveway aprons are laid. He noted material would be placed back at the <br /> end of the day in order to allow vehicles to move throughout the corridor. He encouraged <br /> residents to work with staff in order to avoid disruptions. <br /> 11 Mayor Pro-Tem Dunsworth questioned if the costs could be reduced. Community Assets and <br /> Development Director Schlichting reported staff was working based on best estimates and <br /> would have a better idea on the actual costs next fall. He indicated the City would be working <br /> with the lowest responsible bidder for this project. <br /> Mayor Pro-Tem Dunsworth inquired if people would be losing property through this street <br /> improvement project.
