March 26,2024 Page 4 of 7 <br /> spoke with several residents regarding the proposed sidewalks. He indicated for those <br /> properties getting a new sidewalk,this would be installed three feet closer to their home. <br /> Mayor Pro-Tern Dunsworth requested further comment regarding the drainage concerns. <br /> Community Assets and Development Director Schlichting explained staff has been reviewing <br /> the historical flooding issues within this corridor. He indicated this was an area where <br /> additional intakes were installed both within the park and along Oakwood Drive. He noted <br /> high capacity grates would also be installed on Oakwood Drive. He stated the triangle piece of <br /> property that was mentioned was not owned by the City. <br /> Mayor Pro-Tern Dunsworth asked what testing would be done on the watermain. Engineering <br /> Supervisor Lynde discussed temporary water lines that would be in place while the City works <br /> on the watermain. He commented on the testing the contractor was required to perform before <br /> putting the watermain back into service to ensure the water is clean and safe. <br /> Mayor Pro-Tern Dunsworth stated there was a question from the public asking why Oakwood <br /> Drive was being reconstructed when it was just done in 2011. Community Assets and <br /> Development Director Schlichting explained the materials used on Oakwood in 1993 were a <br /> problem. He reported the roadway was seal coated and over time the roadway broke down and <br /> large potholes were created. He indicated the roadway was milled and overlayed in 2011. <br /> Mayor Pro-Tern Dunsworth requested staff speak to how mailboxes would be managed. <br /> Engineering Supervisor Lynde explained the contractor would be responsible for the removal <br /> and replacement of the mailboxes. <br /> Mayor Pro-Tern Dunsworth asked if the concrete driveway aprons would be replaced if <br /> compromised. Engineering Supervisor Lynde reported most if not all of the driveway aprons <br /> would be replaced up to a certain point. <br /> Mayor Pro-Tem Dunsworth questioned what the diversity would be of those working on the <br /> project. Community Assets and Development Director Schlichting reported the City does not <br /> have a diversity goal when hiring for street improvement projects. He explained the City will <br /> bid and hire the lowest responsible bidder to complete the project. He noted contractors were <br /> required to have equal opportunity employment certificates. <br /> Further discussion ensued regarding the City's efforts to reduce speeds on residential streets to <br /> 25 miles per hour. <br /> Mayor Pro-Tern Dunsworth requested further information regarding who would be responsible <br /> for the snow removal on the new sidewalks. Community Assets and Development Director <br /> Schlichting explained sidewalks were plowed by the City. <br /> Councilmember Abdulle commented on how the proposed sidewalks would assist with <br /> improving safety for pedestrians. <br /> Mayor Pro-Tern Dunsworth asked how long this project would take. Community Assets and <br /> Development Director Schlichting reported this street improvement project had about two <br /> miles of watermain work. He indicated this project would be phased, and if weather allowed, <br /> he hoped the project would be completed in one construction season. <br /> Motion by Councilmember Allen,seconded by Councilmember Abdulle to adopt a Resolution <br /> ordering Project 24-1, 2024 Street Rehabilitation as proposed in the Feasibility Study, <br /> authorize staff to proceed with the preparation of plans and specifications,and designate <br /> the Director of Community Assets and Development as the engineer for this improvement <br /> project. <br /> 4 Ayes,0 Nays-Motion Carried <br /> 2.
