HEAD'S APPROVAL: Grant Fernelius, Director of Community Development ~ <br />MANAGER'S REVIEW/RECOMMENDATION: <br />No comments to sUDolement this report r-:l <br />(J <br /> <br />.., <br /> <br />Comments attached <br /> <br />EXPLANATION: <br />On November 22, 2005 the Council awarded the bid to Wickenhauser Excavating, Inc. for the <br />demolition of numerous buildings in the Northwest Quadrant. Included were structures on the <br />former Dahlke, Lange, Haines, Darling, Anoka-Co-op, driving range, and Kilkenny sites, plus <br />the Beisswenger building to be vacated this spring. Work began in December and has <br />continued steadily. Prior to the public bidding process, the City obtained hazardous substance <br />reports on all buildings where access was available, in order for all bidders to have a common <br />understanding of the costs involved in removing any hazardous substances. A report was <br />obtained for the Darling building based on the results of destructive testing in the building walls. <br /> <br />Demolition projects always have a level of uncertainty due to the possibility of discovering <br />areas that require additional or more costly cleanup or disposal of materials. When <br />Wickenhauser started to demolish the back portion of the Darling rendering plant, it <br />encountered vermiculite within the block walls. While a hazardous substances report was <br />obtained for Darling, the back portion of this building was not tested. The MPCA treats <br />vermiculite as a hazardous substance because of the possibility that it contains asbestos. The <br />contractor is therefore required to protect the surrounding area against particles becoming <br />airborne, and take the material to a specialized landfill. Both requirements add cost to the <br />work, and Wickenhauser has therefore submitted the attached change order. Barr Engineering <br />staff has worked with MPCA to lessen the original scope of work originally discussed, and finds <br />the revised scope of work and costs to be reasonable. <br /> <br />Additional costs have been incurred at the former Lange property, 1201 Old Highway 8 NW. <br />Contaminated soil and contaminated water were found beneath the floor slab upon demolition. <br />This required additional labor and disposal costs, which Barr also finds to be reasonable. <br /> <br />RECOMMENDATION: <br /> <br />Approve the attached Change Order #2 covering additional work by Wickenhauser Excavating <br />on the Northwest Quadrant demolition project. <br /> <br />k <br />....d Y~-e<' <br /> <br />David W.
