Clarification of maintenance responsibilities for land dedicated as park space and trails <br />within the preliminary platJPUD. <br />15 Review and approval of City Sanitarian for adequacy of solid waste and recycling services or <br />facilities. <br />16 Review and approval by Ramsey County of trail and road access to Long Lake Regional Park <br />and Old Highway 8. <br />17 Modification of the Planned Unit Development (PUD) zoning code section, as determined by <br />the City Attorney, and approved by the City Council. <br />18 Review and approval by Ramsey County of the proposed preliminary plat. <br />19 Approval of Minnesota Commercial Railroad and MT Properties for right-of-way access to <br />accommodate trail and/or bridge connections. <br />20 Vacation and abandonment of Butcher's Spur railroad right~of-way. <br />21 Vacation of any utility, drainage or other easements, as needed in order to facilitate the project. <br />22 Approval of a permit by the Rice Creek Watershed District. <br />23. The developer shall be required to develop a comprehensive sign plan as described in Section <br />9-041 (Areas of Special Control) of the zoning code. The elements within said comprehensive <br />sign plan should reflect the design principals described within the NWQ Design Guidelines <br />(Version: December 2005), <br />2 Prior to Planning Commission review of the final POO plan, the City and developer shall have <br />defined a process for implementation of a public art component, including generalized <br />locations, possible design elements, and financial responsibility. <br />2 Submission of final plans in accordance with Section 7-220 final review by the Planning <br />Commission and City Council. <br />2 Approval by the Council of a re-zoning from MX, Mixed Use to R-3A, Multi-Family <br />Residential. <br />2 In conjunction with the Final PUD approval for Tract 1, the developers shall execute a written <br />agreement with the City describing the specific operations, maintenance and capital <br />replacement obligations of each party with regard to the public spaces, green spaces, trails, <br />boulevards, sidewalks, landscaping, streetscapes, ponds and public amenities constructed <br />within the area shown in the preliminary plat. <br /> <br /> <br />THER RESOLVED, that based upon the above findings of fact the application for a preliminary <br />'ew, site plan, and preliminary plat are hereby approved. <br /> <br />Adopted '28th day of February, 2006. <br /> <br />~.~. <br /> <br />Steve Larson, Mayor <br /> <br />TEST:' , .. <br />~7 .."
