.

.

.

A new article in the contract includes language related to Standby Pay. If an employee is
required by the employer to be on Standby, then they will be paid for standby time at a rate of
one hour for each standby hour. This does not happen very often so there will be a minimal
financial impact by this addition to the contract.

Finally, the contract provides for an increase in the maximum vacation accrual and an increase in
the limit for the amount of vacation paid out at the time of separation from employment.
Currently, a sergeant that separates from the City in good standing is compensated for vacation
hours up to a maximum of 160 hours. The proposed contract will increase this to a maximum
payout of 220 hours upon separation. The vacation accrual cap has also been increased from
twice the employees' annual accrual to a cap of 360 hours. Any vacation hours accrued over the
cap of 360 hours will be lost at the end of each calendar year. The increase in the amount of
vacation paid out at the time of separation results in an increased liability to the City that was not
included in the 2006 adopted budget. The exact amount will be determined at the end of the year
and an appropriate budget change will be recommended at that time.

~~A-
J a Troha
Assistant City Manager

I; ICOUNCILIREPOK"I.SI2006IAdministrationISergeanl, 2006 Contract. doc
