<br />Section 1. <br /> <br />Section 2. <br /> <br />Section 3. <br /> <br />Section 4. <br /> <br />Section 5. <br /> <br />ADMINISTRATIVE CODE <br />Attachment A <br /> <br />CHAPTER TWO <br /> <br />. <br /> <br />Sco.pe <br /> <br />The purpose of this policy is to explain the procedures that will be used for expending <br />funds and disposing of City property. <br /> <br />Consistency with Minnesota Statutes <br /> <br />It is intended that this policy shall be consistent with the provisions of Minnesota <br />Statutes, specifically M.S. 471.345 and 412.691. <br /> <br />Inclusion in Administrative Code <br /> <br />For the convenience of City staff, the text of this Resolution shall be included in the <br />Administrative Code. Authority to revise or amend this Resolution shall remain <br />exclusively with the City Council. <br /> <br />Bidding required for purchases above $25.000 <br /> <br />Unless exempted by Minnesota Statutes, the fonnal bid process shall be used for any <br />purchase with an estimated cost of at least $25,CXX>. <br />A. Specifications prepared. The Department Head shall prepare specifications and <br />submit these to the City Manager. The City Manager shall forward the <br />specifications to the City Council for their approval. <br />B. Council authorizes bidding. Before bids can be solicited, the City Council must <br />approve the specifications and authorize the advertisement for bids. <br />C. Advertisement for bids. At least ten (10) days prior to the date scheduled for the <br />bid opening, notices shall be placed in the official newspaper. The notices shall <br />advise the public that bids are being accepted from qualified bidders. For large <br />purchases, notices also may be placed in other appropriate publications. <br />D. Council award of bid. The bids shall be opened and tabulated and then presented <br />to the City Council for their approval. The bid shall be awarded to the lowest <br />responsible bidder. <br /> <br />Quotes used for Durchases between $10.000 and $25.000 <br /> <br />For purchases with an estimated cost between $10,000 and $25,000, at least two (2) <br />written quotations shall be obtained whenever possible. The Department Head shall be <br />responsible for obtaining the quotations and submitting these to the City Manager. The <br />City Manager shall forward the quotations to the City Council for their approval <br />whenever the estimated purchase price is between $15,000- - $25,000. <br /> <br />In cases where the estimated purchase is between $10,000 - $15,000 then the City <br />Manager shall be the final authority. All purchases shall be awarded to the vendor who <br />provides the lowest responsible quotations. <br />
