Black replied that since the owner hasn't owned the dump for <br />many years and the City is changing its use, not the owner, then he would not have to pay for the <br />cost of the cleanup. <br /> <br />Demolition <br />Black reported that the demolition has started and has been going well and that the golf range's <br />building will be burned down by the fire department for training. <br /> <br />Office Tenant <br />Black reported that the City has been approached by Medtox, a New Brighton company, which is <br />interested in either remodeling its current building or constructing a new office within the city. <br />The company has been growing rapidly, about ten percent each year, and currently does over ten <br />thousand blood and urine tests a day. They would need a site where they could build 100,000 to <br />150,000 square feet of office space. The City has proposed the northeast comer of the east side <br />of the Northwest Quadrant as a possible spot. <br /> <br />Communications <br />Black announced that the City will be putting together a newsletter covering the Northwest <br />Quadrant that will go out to residents during the month of May. Fulton added that the goal ofthe <br />newsletter will not be to promote the project, but to give a history of the development, explain <br />the financial aspects, and summarize the benefits to residents throughout the City. The <br />developers will hold a public meeting after the newsletter goes out, and they will be able to <br />answer any questions. Kaufhold recommended that the City explain how the properties were <br />purchased and should explain how eminent domain was used. Fulton replied that that subject <br />will not be covered in the newsletter, suggesting it is better addressed in other forums. Delaune <br />suggested that they include the fact that New Brighton will have a ten percent increase in <br />population, and that this will maintain the quality of life in the City. <br /> <br />Delaune inquired if the City had heard any results from the Library Board. Fulton replied that he <br />has a meeting coming up with Jan Parker (Wiessner) regarding the library; however the Council <br />has directed staff to not make the library a top priority. Fernelius added that the Council does <br />not see support for a regional library outside of New Brighton and they feel that it may hold up <br />the progress of the development. Fulton noted that having a library would have a tax impact on <br />the development, depending on where it was placed. <br /> <br />Sculthorp asked if there has been any movement on the upgrade or replacement of the bridge <br />over 694. Black replied that they have been very busy working on a number oftopics for the <br />development, but he did not have an update for the Commission. <br /> <br />Brighton Village <br />Black reported that there have been no new announcements made. Kaufhold inquired when <br />Kraus-Anderson would be removing the rest of the debris from the site. Fernelius replied that <br />they will be recycling the debris and should be removed by this spring, <br />
