The construction of <br />the condos will start after they have fifty percent pre-sold. <br /> <br />Property Acquisitions <br />Black reported that staff met with Lee Larson recently regarding access to the railroad spur for <br />environmental testing, and use of his land to access other properties for environmental cleanup. <br />While Larson agreed to allow the City to cross his property for the demolition, he was not very <br />favorable of the City doing environmental testing until a deal has been worked out for <br />purchasing the land. During the meeting they also discussed the possibility ofthe City <br />purchasing the east side of the spur first and then the west side at a different time. Kauthold <br />inquired if the meeting included the purchase of the spur on the east side of35W. Black replied <br />that Arden Hills would work with New Brighton on a joint application for abandonment. <br />Femelius replied that another company is also looking into purchasing the east side of 35W. <br /> <br />Flahave inquired if the City's purchase agreement for the Dugan site was for the whole site. <br />Femelius replied that it was just for the three acres that the City needs in order to relocate the <br />spur. He added that the City has still not heard a response back from the company regarding the <br />offer. He stated that since the offer is just for an area which has been leased to a third party, it <br />would not affect the use of the existing building. Fulton reported that there is a possibility ofthe <br />site being used for a private, on-site water treatment facility; however this idea is very new and <br />has not been fully discussed. <br /> <br />Black reported that one of the owners of the post office recently passed away. Jim Casserly has <br />been leading the negotiations with the remaining owner. Nelson inquired when the new post <br />office could possibly be opened. Black replied that if everything goes according to plan, the <br />retail component could open this fall. <br /> <br />Black reported that Ferrellgas have had a few issues finding a new location. The City has hired a <br />relocation consultant to help them find a new location; they are hoping that they can build later <br />this year. <br /> <br />Dump Cleanup <br />Black reported that the PCA has told the City that our plans for dealing with the methane from <br />the dump are not sufficient. The City had proposed adding four to six feet of clean fill with <br />strategically placed vents and monitoring systems for all of the buildings near the dump. The <br />PCA would like to have no residential units on any portion of the dump area or within three <br />hundred feet. They also proposed that the City install a collection system over the dump, which <br />would gather the methane gas and then have a flame that would burn the gas off. Black <br />indicated that Fulton would be having a meeting with the department head ofthe PCA to discuss <br />an alternative solution. <br /> <br />Nelson inquired if the issue was because methane is toxic or ifit is explosive in nature. Black <br />replied that it is because it's potentially explosive if allowed to concentrate. Hannon inquired <br />who helped the City corne up with the original proposed plan. Black replied that Barr <br />Engineering helped the City corne up the plan when Medtronic was looking to build in that area. <br />Nelson inquired what the cost would be to dig out the dump. Black responded that it would cost <br />roughly $50 million dollars to remove all of the dump material. Several Commissioners inquired <br />if the City could go back to the owner of the dump, which was privately owned, and have them <br />
