MINUTES New Brighton Economic Development Commission Regular Meeting - March 14, 2006 7:00 a.m. MembersILiaisons Present: Gene Delaune, Dennis Flahave, Linda Harmon, Lisa Harreld, John Kaufhold, Mark Nelson, and Jim Sculthorp. MembersILiaisons Absent: Gina Bauman, Bob Benke, Steve Larson, Bruce Nustad, and Gary Stang. Staff Present: Matt Fulton, Grant Fernelius, David Black, and Jennifer Lavandowska. Call to Order Mark Nelson called the meeting to order at 7:00 a.m. Approval of Minutes The minutes of the February 14,2006 meeting were approved. Northwest Quadrant Report Site Plan Review Black reported that the site plans and a PUD code change went before the Council on February 28 and were approved. He added that parking and open spaces were concerns and the developer is working to address both. The developers have made some minor changes on the west side, changing the orientation of some of the buildings from east-west to north-south; the density should be similar. Fernelius stated that a few of the roads have been realigned and roughly two acres of green space have been added. He added that the City Engineer is concerned that a few of the roads are offset, so they may have the developer come back with a modified final plan. Black distributed a Preliminary Project Schedule that was prepared by the engineers for the developers. F1ahave inquired how the Rice Creek permit process was proceeding. Black indicated that the developers have been in discussions during this whole process, but he did not know when decision will be made. He added that they are currently looking at moving the northern storm water retention pond from the west side of Old Highway 8 to the east side. Delaune asked if the Ramsey County Parks Department has been made aware of all the changes. Black replied that they had two meetings recently and an additional meeting coming up. He added that the County has been satisfied with all of the proposals. Delaune inquired if the City has looked into possibly using the dried out wetland by the train historical center as a runoff site for our storm water ponds. Black stated that the storm water ponds that have been proposed should be adequate to hold the water and so they have not discussed that with the County. Nelson asked if overflow from the ponds could go into the lake. Fernelius replied as long as the water has been treated then it can go into the lake and ground.
