Based upon our discussions, Option 4 appears to be the only possible
solution for disposal of the stockpile within this contract, since neither
the City nor the developer have identified an off-site disposal location,
and an on-site location for the disposal of the material is not available.

We understand that the City is exploring other means to have the
stockpile removed from the project site outside of this contract. The
City must determine the most appropriate method for the removal of
the stockpile and the City Council must decide whether to accept or
reject the bid alternates.

Ifbid alternate Option 4 is accepted, the order of the bids would change
as follows:

Contractor
Frattalone Companies, Inc.
S. M. Hentges & Sons, Inc.
North Pine Aggregate, Inc.
Glenn Rehbein Companies
W. W. Grading, Inc.
Northwest Asphalt
Park Construction Co.
Amt Construction
Max Steininger, Inc.
Veit & Company, Inc.
Frontier Construction Co.
Belair Excavating
C. S. McCrossan Construction
Forest Lake Contracting
Landwehr Construction

Bid Amount
$1,398,845.84
$1,431,323.50
$1,504,880.70
$1,569,000.00
$1,574,862.00
$1,593,562.26
$1,686,701.65
$1,723,252.50
$1,793,784.90
$1,881,825.61
$2,057,119.00
$2,225,739.45
$2,245,996.80
$2,344,745.00
$2,824,765.91

If the project is awarded without a bid alternate, the low bidder would
be North Pine Aggregate, Inc. for the low bid price of$816,880.70. If
the project is awarded with Option 4 of Bid Alternate No.1, the low
bidder would be Frattalone Companies, Inc. with a low bid price of
$1,398,845.84.

We have worked with both North Pine Aggregate and FrattaJone
Companies in the past and feel that both contractors are capable of
completing the work included as a part of this project.
