<br />I~ <br /> <br />the city that WOI*S (or you <br /> <br />Re ort Number: <br />A eoda Section: <br />Re ort Date <br />Council Meetin <br /> <br /> <br />REQUEST FOR COUNCIL CONSIDERATION <br /> <br />ITEM DESCRIPTION: CONSIDER AUTHORIZING STAFF TO PREPARE AND SOLICIT A <br />REQUEST FOR PROPOSAL FOR PROFESSIONAL DESIGN SERVICES FOR OLD <br />HIGHWAY 8. <br /> <br />DEPARTMENT HEAD'S APPROVAL: <br /> <br />.--r~ <br /> <br />CITY MANAGER'S APPROVAL: <br /> <br />No comments to su lement this re <br /> <br /> <br />Comments attached <br /> <br />Recommendation: Authorize staff to prepare and solicit a Request for Proposal (RFP) for <br />professional design services for Old Highway 8. <br /> <br />Legislative History: As part of the Amended and Restated Contract for Private Redevelopment <br />(Rottlund) between the City and the Redeveloper, all plans for Old Highway 8 upgrades shall be <br />agreed to between the parties by July 1,2006. <br /> <br />Financial Impact: A scope of services and associated fees will be included with the submitted <br />proposal. <br /> <br />Explanation: In order to design Old Highway 8, a final geometric roadway layout must be <br />agreed upon by the City, Redeveloper and Ramsey County since it is a County Road. The scope <br />of the design and the construction cost could vary substantially depending on the upgrades to Old <br />Highway 8. Some of the upgrades that must be considered include: <br />. Number of lanes provided <br />. Number of signalized intersections <br />. Whether roundabouts will be considered <br />. Amount and type of street and landscaping <br />. Locations of walking and bike paths <br /> <br />If awarded by the Council, City Project 06-01 Northwest Quadrant Phase 1 Utilities and Streets <br />will start construction this month. Both the south and main entrance, which are to be constructed <br />with this project, tie into Old Highway 8. It would be prudent to construct these intersections to <br />match into the future alignment of Old Highway 8. <br /> <br />Due to the July 1, 2006 time frame, staff recommends preparing and soliciting a Request for <br />Proposal (RFP) for n ofessional design services to assist staff with the design for Old Highway 8. <br /> <br />J <br /> <br />
