INFORMATION REQUESTED

Please provide the following information:

. A summary letter that outlines your company's approach to the project
. A description of your corporate organization, including principals and personnel
likely to be assigned to this project
. A list of completed development projects, their type, location, size, and cost.
. Evidence of the submitter's financial strength and ability to obtain project
financing.
. At least three project references or individuals who have worked with the
submitter on a specific project and would be capable of speaking to the
submitter's conduct on this project.

SELECTION PROCESS

Responses to this solicitation will be reviewed and a relatively small group of finalists
will be selected. City staff first will screen submissions for completeness in early July.
Copies will be distributed to the Economic Development Commission (EDC), a nine~
member standing body that is charged with advising the City Council. The EDC will
review submissions at one or more meetings in mid-July; a special meeting will be held if
the number of submissions requires one. The EDC will make its recommendation to the
City Council, and the Council will be asked to approve a short list in late July.
Depending on the level and extent of interest in each of the four properties, there may be
a separate list of finalists for each property.

A Request for Proposals will be issued to those finalists. Staff will evaluate submissions
and recommend those organizations that should be given an opportunity to make a
presentation. The EDC will hear those presentations at one or more special meetings, and
recommend a tentative developer for each property to the City Council. The Council will
be asked to approve the developer(s) recommended by the EDC. The Council will also
be asked to designate a time limit on the developer designation.

Following Council designation, the City will first negotiate a non-binding "term sheet" or
letter of understanding with the developer(s). The City Council will be asked to ratify
this agreement. Then a binding development agreement will be negotiated between the
City and the designated developer(s). If the designated date expires without an
agreement having been reached, the Council may decide to extend the date for reaching
agreement or withdraw the tentative developer status.
