<br />.. <br /> <br />RESOLUTION NO. 91-076 <br /> <br />~ i <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION MAKING FINDINGS OF FACT APPROVING VARIANCE VN-284B. <br /> <br />WHEREAS, an application for a variance has been made by Norwest Bank; and <br /> <br />WHEREAS, the procedural history of the application is as follows: <br /> <br />1. An application for a variance was filed with the City of New Brighton on June 28, 1991. <br />2. The Planning Commission, pursuant to published and mailed notices, held a public hearing <br />on July 16, 1991, and all persons present at the hearing were given an opportunity to be <br />heard. <br />3. The City Council considered the application for VN-284B on JUly 23, 1991. <br /> <br />NOW, THEREFORE, BE IT RESOLVED the City Council makes the following Findings of Fact in <br />respect to VN-284B: <br /> <br />1. The subject property is zoned B-1, limited Business. <br />2. The subject site is occupied by a 9,567 square foot bank facility. <br />3. The City's Parking Ordinance Section 1 1 -030 (c) (12) requires banks to provide 1 parking <br />stall for every 200 square feet of gross floor area (-10%). <br />4. According to Section 11-030 (c)(12), the applicant would need to provide 43 off-street <br />parking spaces. <br />5. The applicant is providing 35 off-street parking stalls and requesting a variance of 8 stalls, <br />6. The proposed four drive-through stacking lanes would accommodate up to 24 vehicles, <br />7. The applicant proclaims a large percentage of the bank's patrons would use the drive- <br />through facility versus parking and entering the bank. <br />8. The subject site is triangular in shape and is bordered on two sides by public right-of-ways <br />and on the other by an R-2 district resulting in increased setbacks and limited off-street <br />parking area. <br />9. The applicant has demonstrated unique and unusual circumstances and an undue <br />hardship. <br /> <br />II <br />': <br /> <br />BE IT FURTHER RESOLVED, the application 284B is hereby approved subject to the <br />following conditions: <br /> <br />;: <br />Ii <br />, <br /> <br />1.
