<br />~ <br /> <br />'!..>, <br /> <br />.' <br />~ . <br /> <br />.: <br /> <br />. <br /> <br />i' <br /> <br />RESOLUTION NO. 90---1l.6..6..- <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />REDEVELOPMENT PLAN FOR DOWNTOWN AREA. <br /> <br />WHEREAS, on February 13, 1990, the New Brighton City Council selected the <br />consortium of Larry Laukka, Peter Jarvis, Realty Management Services and Roger <br />Conhaim as master developer to study the feasibility and structure of a downtown <br />redevelopment project. This consortium was selected because of their <br />demonstrated ability to develop neighborhood plans for economically feasible <br />'! projects; and <br />., <br /> <br />WHEREAS, on February 22, 1990, the development team met with downtown <br />businesses, property owners and residents to review their proposed planning <br />process, answer questions, and survey downtown area businesses on market <br />conditions; and <br /> <br />WHEREAS, on June 6, 1990, the development team presented their findings <br />and recommendations to the Economic Development Commission. The team's <br />recommendations were Parcel A (the area between the railroad tracks and 5th <br />, Avenue) be developed with 250-300 moderately priced attached for-sale housing <br />units; Parcel B (the area north of Veteran's Park) would be reconfigured to <br />include a portion of Veteran's Park and be the site for the community center which <br />would include some convenience retail space; and Parcel C (the Harstad property) <br />be the site for community center parking and development of the rest of the parcel <br />be preserved for future commercial opportunities such as an extended stay hotel <br />facility or single tenant office development; and <br /> <br />WHEREAS, the Economic Development Commission desired input from the <br />downtown area business and property owners before making a recommendation on <br />i the Laukka proposal to the City Council; and <br /> <br />WHEREAS, On June 28, 1990, Larry Laukka presented the development team's <br />findings and recommendations to the downtown businesses, property owners and <br />residents; and <br /> <br />WHEREAS, many of the downtown property owners and businesses requested <br />the Economic Development Commission and City Council to make a decision on the <br />future of the downtown area to end the uncertainty for them; and <br /> <br />WHEREAS, at its July 5, 1990, meeting the Economic Development Commission <br />made the following conclusions and recommendation: <br /> <br />1. The City should pursue redevelopment of Parcel A (SW quadrant of 10th <br />Street and 5th Avenue) with housing as proposed, with the inclusion of <br />the two apartment buildings in the southwest corner, if economically <br />feasible. Laukka is the Economic Development Commission's first choice <br />for a developer for this component, if agreement can be reached as to the <br />financial structure of the project. <br />
