Without including Veterans Park, Parcel B (SE quadrant of the <br />intersection of 10th Street and 5th Avenue) is too small to accommodate <br />the community center as proposed by the development team. Parcel B <br />should be the site for a neighborhood convenience retail or service <br />facilities. Development on this site should be carefully designed to be <br />compatible with Veterans Park to the south, the Golden Pond housing <br />project tot he east, and the Highway 8 Greenway. <br /> <br />3. Parcel C (the NE quadrant of the intersection of 10th Street and 5th <br />Avenue) should be the site for the community center facility with on-site <br />parking. The facility should incorporate a food service operation which <br />would serve both users of the community center and downtown residents <br />and businesses. If possible, the community center should be sited and <br />designed so that another use (such as a commercial office building, etc.) <br />may also be developed on the property and integrated with the <br />community center. <br /> <br />4. To end the uncertainty for downtown businesses, residents, and <br />property owners, the City should adopt the Laukka plan for downtown <br />with the modification described above and immediately begin to acquire <br />those properties from owners in the downtown area that are interested in <br />selling their property to the City. <br /> <br />,; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />New Brighton that: <br /> <br />1. <br /> <br />The downtown land use plan proposed by the Laukka development team <br />be adopted with the modifications proposed by the Economic Development <br />Commission. Specifically, Parcel A should be designated for moderate to <br />high density housing; Parcel B should be designated for commercial <br />retail or service facilities designed carefully to be compatible with <br />Veterans Park, the Golden Pond Senior Housing project, and Parcel C <br />should be the site for the community center and additional high quality <br />commercial development to the extent possible. <br /> <br />Ii <br /> <br />2. City staff is directed to negotiate with Laukka to try to develop an <br />agreement for the redevelopment of Parcel A with housing as proposed. <br />If economically feasible, the apartment buildings in the southwest corner <br />should be incorporated in Parcel A and included in the redevelopment <br />project. If an acceptable development agreement cannot be negotiated <br />for Parcel A, staff should pursue other residential developers to <br />undertake this component of the downtown project. It is desired that a <br />development agreement for the redevelopment of Parcel A be brought for <br />City Council approval by December 31, 1990. <br /> <br />~ : <br /> <br />" <br />;l <br /> <br />I' <br /> <br />2 <br /> <br />., <br />, <br />
