REQUEST FOR COUNCIL CONSIDERATION <br /> <br />CITY MANAGER'S APPROVAL: <br /> <br /> <br />ITEM DESCRIPTION: To approve the Resol ion and Adopt the Automark for use in Elections. <br />DEPARTMENT HEAD'S APPROVAL: <br /> <br />No comments to su lement this re <br /> <br /> <br />Comments attached <br /> <br />Recommendation: To adopt the resolution as recommended by Ramsey County. <br /> <br />Legislative History: None <br /> <br />Financial Impact: The exact dollar amount is not known at this time. We have ajoint powers <br />agreement with Ramsey County for election equipment and ongoing support costs. The <br />estimated cost per the agreement is expected to increase and be required in 2007. <br /> <br />Explanation: Congress enacted the Help America Vote Act (HA V A) in 2002. One of the <br />. requirements of HA V A is that every voter be provided with the opportunity to vote <br />independently and secretly. This provision will go into effect for all elections at which a federal <br />office is on the ballot on and after January I, 2006. Subsequently, the Minnesota legislature <br />enacted a similar law applying these principles to all state elections held on and after January l, <br />2006 and to every election in this state on and after January 1,2008. <br /> <br />After extensive research, Ramsey County has selected the Automark ballot marking <br />machine. Voters with disabilities use a touch screen to mark the ballot with the use of a headset <br />that guides them through the process. These machines are used in conjunction with our current <br />voting equipment. <br /> <br />Costs and Funding: Ramsey County has purchased all of the Automarks for the County <br />with a state grant. We will get 5 machines, 1 for each precinct and 1 to use at City hall for <br />absentee voting. The operation and maintenance of these machines will be conducted in <br />the same manner provided for our voting systems in the joint powers agreement between <br />the City and the County adopted by the Ramsey County Board of Commissioners on April <br />24,2001.
