<br />Page 4 - January 25, 2005, New Brighton Council Minutes <br /> <br />I <br /> <br />2. Consideration of a site plan review for a 52-unit at 219 Old Highway 8 SW. Report <br />05-033. <br />Council Business item #2-pu/led as requested by applicant. <br /> <br />3. Consideration of a Planned Residential Development (pRD) for 1190 Long Lake Road <br />- Clifton House - BKV Architects. Report 05-034. <br /> <br />The City Planner explained the applicants desire to sub-divide the property to allow for a <br />Christian Science Health Care facility. <br /> <br />Council member Doffing asked for clarification regarding PRD section of the zoning <br />code; questioning the ability to apply for a PRD based on the parcel size exceeding two <br />acres. <br />The City Planner confirmed that is correct. City Planner indicated that this facility is <br />unique and that the proposed use and site plan do fit into the PRD guidelines. <br /> <br />Council member Moore-Sykes inquired about state certification and requirements. <br />City planner indicated that the licensing would be done through the Department of <br />health. City Planner also indicated Applicants stated verbally all staff would be licensed. <br /> <br />I <br /> <br />Sharon Hanson-President of Clifton House, Incorporated, gave an overview of project. <br />Ms Hanson explained their reason for proposing the building in New Brighton, following <br />the donation of land from The Christian Science Church. <br />Ms Hansen stated that a community meeting was held, where eleven of fIfty families <br />attended. Ms Hanson indicated the staff is recognized through an organization listed in a <br />magazine published by Christian Science Church, and that all staff are trained. <br /> <br />The Architect, Ted Redmond, of the BKV Group provided an overview of the design. <br /> <br />Council member Moore-Sykes inquired about trails to the lake, <br />Architect answered that there will be DO trail access to lake. <br /> <br />Maggie Berry-1230 Long Lake Rd., indicated that her understanding of the zoning <br />ordinance, does not allow for a nursing facility. <br /> <br />Mayor Larson asked if property could be purchased by Christian Science Church, Mayor <br />Larson then asked Applicant what her opinion is on purchasing house at 1230 Long Lake <br />Rd. Ms Hanson responded saying that acquiring the property is not their intent at this <br />time. <br /> <br />Council Member Moore-Sykes inquired about the possibility of moving the planned <br />location of the building within the site. The architect explained that that is a possibility. <br /> <br />I <br /> <br />Council Member asked Mr. Berry if he knew at the time of purchasing their house, any <br />plans on the part of the church to expand. Mr. Berry indicted that they never checked <br />with the church, Mr Berry also indicated he has done measurable improvements to his <br />home. At this time Mr Berry indicated that he did not feel this was an appropriate use of <br />aPRD. <br /> <br />Mayor Larson presented other ideas regarding positioning of the proposed facility. <br /> <br />Judy McCormick - President of Christian Science Church, stated that the church <br />donated the land, with a specific parcel intended. Ms McCormick also stated that the <br />church and the Clifton house are two separate entities. <br /> <br />2.
