<br />Page 2 - May 28, 2002, New Brighton Council Minutes <br /> <br />Public Hearing - None <br /> <br />I Council Business <br /> <br />City Planner Patrick Boylan presented for consideration reconfiguring of the existing parking <br />along East Lane by cutting into the berm 20 feet to provide additional parking for Lakeside Homes <br />residents. <br /> <br />Ed Aplikowski, applicant, also requested to shift the north driveway to better align with the <br />existing curb cut on Old Hwy 8. Samuelson feels the plan is well designed for traffic movement. <br /> <br />Motion by Samuelson, seconded by Moore-Sykes, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING LP02-003, SUBJECT TO THE FOLLOWING <br />CONDITIONS: <br />1. SCREENING PLANS ARE SUBMITTED AND APPROVED BY THE CITY <br />PLANNER FOR THE DUMPSTER NEAR THE FOSS ROAD RIGHT-OF- WAY. <br />2. LOST TREES DUE TO CONSTRUCTION ARE REPLACED AT A 1 TO 1 <br />RATIO. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Boylan presented for consideration a preliminary review application by CSS Builders for a <br />Planned Residential Development (PRD), Nonconforming Use Permit, Site Plan, and Preliminary <br />Plat. The request is to construct a 72 unit owner-occupied condominium building, and subdivide <br />the property into two lots of record. The property is located at 219,221, and 321 Old Hwy 8 NW. <br /> <br />IThe existing 22-unit apartment building would be split off and upgraded. The single family home <br />to the south would be demolished and consolidated with the remaining lot to the north for new <br />construction. A nonconforming use permit is required for the apartment building due to it not <br />having enclosed parking stalls, and the existing off-street parking area is not striped or contains <br />perimeter curbing. The applicant proposes to address all the nonconfonnities by reconfiguring the <br />parking area, installing perimeter curbing around the off-street parking and drive aisles, and by <br />constructing detached garages near the proposed new south lot line. <br /> <br />Larson asked if the owners ofthe 22 unit apartment building would be interested in converting <br />those units into owner-occupied. Boylan will discuss this opportunity with the applicant. Fulton <br />noted that one of the City's housing goals is to increase owner-occupied housing units, and would <br />be interested in research into Larson's suggestion. <br /> <br />Jeff Wahlberg, Lampert Architects, briefly explained the project and noted the increased <br />landscaping and buffering surrounding the site. He feels the idea of converting the apartment <br />building to owner-occupied is possible, but would need to contact the apartment building owner. <br /> <br />Wayne Klick, CSS, noted that recent excavation under covered very clean soils which will assist <br />in the construction of the underground parking facility. Sweeley asked if the developer has <br />interest in changing the exterior building material from vinyl to brick to fit in with the "Old Town" <br />atmosphere of New Brighton.
