Due to the proposed rezoning ofthree vacant parcels <br />1(1950 Old Hwy 8 NW) owned by Johnson Screens from 1-2, Heavy Industrial to J-l, Light <br />Industrial, concern arose that the current use was not allowed within an I -I District. Staff proposes <br />the following language be added to the City Code to allow Johnson Screens' current use to <br />remain: "welded screen manufacturing, conducted entirely within a fully enclosed, climate <br />controlled building, and not involving electroplating or stamping". <br /> <br />Motion by Hoffman, seconded by Samuelson, to WAIVE THE READING AND ORDER THE <br />PUBLICATION OF AN ORDINANCE AMENDING SECTION 6-030 OF THE NEW <br />BRIGHTON ZONING ORDINANCE RELATING TO THE PERMITTED USES IN AN I- <br />I, LIGHT INDUSTRIAL ZONING DISTRICT. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Boylan presented the rezoning of three vacant parcels (1950 Old Hwy 8 NW) owned by Johnson <br />Screens from 1-2, Heavy Industrial to I-I, Light Industrial. This rezoning will provide for the <br />Comprehensive Plan's future land use designation for this site as I-I. As per the last Council <br />action, Council approved to amend the allowable uses within the I-I District to ensure that the <br />current use at Johnson Screens will remain. <br /> <br />Motion by Moore-Sykes, seconded by Sweeley, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING RZ02-001; AND WAIVE THE READING AND <br />ORDER THE PUBLICATION OF AN ORDINANCE AMENDING THE NEW <br />BRIGHTON ZONING ORDINANCE BY REZONING CERTAIN PROPERTY WITHIN <br />I THE CITY OF NEW BRIGHTON (1950 OLD HIGHWAY 8 NW) FROM 1-2, HEAVY <br />INDUSTRIAL, TO 1-1, LIGHT INDUSTRIAL. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Boylan explained that staff was approached by a resident wishing to construct a front porch, <br />however, the design does not conform with setbacks or provisions for the Special Use Permit. In <br />2000, Council considered setback exemptions for front yards and passed an ordinance allowing a <br />special use permit for encroachments, provided plans meet certain criteria. The resident believes <br />that conformance with the guidelines would produce a front porch that would result in an <br />undesirable design for their home. The Planning Commission has recommended that staff brief <br />the Council on the setback exception issue and request direction. <br /> <br />Tom Pawalchek, applicant, wishes to construct an open porch onto the front of his home, and <br />acknowledged his intent to not enclose this space or utilize this space for anything other than a <br />front porch. Larson acknowledged that the enclosing ofthis space or any use conversion is an <br />important point which should be noted in any modifications of existing codes. <br /> <br />Motion by Sweeley, seconded by Samuelson, to DIRECT STAFF TO CONDUCT AN <br />ANALYSIS OF EXISTING CODES AND CRITERIA FOR FRONT YARD SETBACK <br />EXCEPTIONS AND REPORT TO THE PLANNING COMMISSION. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />I Boylan presented for consideration installation of temporary signage on Silver Lake Road during <br />the Phase I and Phase II Street Reconstruction Projects. Several businesses located along Silver <br />Lake Road are concerned of a decline in business, and have requested temporary signage during <br />the construction period.
