<br />Page 3 - April 23, 2002, New Brighton Council Minutes <br /> <br />City Engineer Les Proper explained a petition was received from residents requesting a landscaped <br />I median be installed instead of a center left turn lane on the Silver Lake Road Phase II project <br />between 1 ih Terrace NW and Hamilton Court. A landscaped median will reduce the expanse of <br />bituminous surfacing and the impact of the road and traffic on the adjacent residential properties. <br />The down side is that the median will eliminate left turns into and out of properties. <br /> <br />The current Ramsey County plan includes center left turn lanes for this section, however, the <br />County indicated they have no objection to substituting landscaped medians for center left turn <br />lanes when requested by the Council and supported by affected property owners. <br /> <br />Motion by Sweeley, seconded Hoffman, by to REQUEST RAMSEY COUNTY TO REPLACE <br />THE CENTER LEFT TURN LANE PROPOSED BY SILVER LAKE ROAD BETWEEN <br />17TH TERRACE NW AND HAMILTON COURT WITH A LANDSCAPED MEDIAN. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Proper presented the bids for painting the 51h St. NW Water Storage Tank, Project 02-7. Five bids <br />were received and opened on March 20, 2002. AEC Engineering, our engineering consultant, <br />recommends the award of the low bid to Champion Coatings, Inc., Alternate B for $248,290. The <br />second low bidder, TMI Coatings, Inc. has filed a letter of protest with the City alleging that <br />Champion Coatings Inc. does not meet the experience requirements ofthe specifications and that <br />their bid should be rejected. The City Attorney has reviewed the allegations from TMI Coatings <br />and is recommending that Council award the bid to the low bidder Champion Coatings Inc. <br />There was no one in attendance from TMI Coatings. <br /> <br />IBOb Kollmer, AEC Engineering, explained lbe process ;nvolved in paioting lbe storage tank. <br /> <br />Motion by Samuelson, seconded by Hoffman, to AWARD THE BID FOR THE 5TH STREET <br />NW WATER STORAGE TANK PAINTING PROJECT, PROJECT 02-07, TO THE LOW <br />BIDDER, CHAMPION COATINGS INC., ALTERNATE B IN THE AMOUNT OF <br />$248,290. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Finance Director Dan Maiers presented the execution and delivery of the Ground Lease and a <br />Lease-Purchase Agreement between the City and the EDA which authorizes issuance of <br />$10,590,000 Lease Revenue Bonds. <br /> <br />The City will own the land, and the EDA will lease the site from the City. The Ground Lease will <br />remain in effect until all principal and interest on the bonds has been paid. The EDA will provide <br />for the acquisition and construction of the facilities, and appoints the City as its agent for the <br />purpose of construction. The lease term is until February 1,2017, the final maturity ofthe bonds. <br />The City will complete the project, and the proceeds of the bond issue will be disbursed for <br />payment of acquisition and construction costs. <br /> <br />The EDA will finance the construction ofthis facility with the issuance of $10,590,000 lease <br />revenue bonds. The approval allowed bonds to be issued in an amount not to exceed $10,900,000. <br />IThe prinCiPal. amount of the bonds has been decreased by $310,000 as a result of the actua.l bids <br />received and other reductions in anticipated costs. <br /> <br />The term of the bonds is through February 1, 2017.
