City <br />Attorney Charlie LeFevere explained that it is rare that a change in zoning relates to exercising <br />eminent domain, however, there are circumstances where redevelopment changes over time. In <br />this case, it is not usual to rezone this property being the surrounding properties are zoned MX. <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND ADOPT THE <br />RESOLUTION APPROVING THE REZONING OF THE THREE VACANT LOTS <br />OWNED BY JOHNSON SCREENS (pINS: 17-30-23-44-0002,17-30-23-44-0003,17-30-23- <br />44-0004FROM 1-2, HEAVY INDUSTRIAL, TO MX, MIXED USE; AND TAKE ACTIONS <br />NECESSARY TO REZONE 1950 OLD HWY 8 FROM 1-2, HEAVY INDUSTRIAL TO 1-1, <br />LIGHT INDUSTRIAL AND AMEND THE 1-1, LIGHT INDUSTRIAL DISTRICT TO <br />ALLOW WELDED SCREEN MANUFACTURING. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />IThe City of New Brighton wishes to re-plat nine parcels south of 8th St. between Old Hwy 8 and <br />4th Ave. NW by combining the lots into a single lot for the proposed New Brighton Public S. afety <br />Facility. Negotiations for the acquisition of the involved properties are near completion. A <br />portion of the plat will reflect the alley vacation and utility relocation. <br /> <br />Motion by Hoffman, seconded by Sweeley, to WAIVE THE READING AND ADOPT THE <br />RESOLUTION PL02-001 APPROVING THE PRELIMINARY PLAT. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />The City isin the process of acquiring seven single family homes to accommodate the new Public <br />Safety Facility. New Brighton's current Comprehensive Plan calls for the future land use of the <br />single family residential properties to be "Low-Density Residential." Staff believes a more <br />appropriate future land use designation would be "Public & Quasi-Public" to better suit the type of <br />activity in a combined Police and Fire Station. Council will need to amend the City's Comp Plan <br />to better reflect the type of public uses proposed for the site. <br /> <br />Motion by Moore-Sykes, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION AMENDING THE NEW BRIGHTON COMPREHENSIVE PLAN <br />SUBJECT TO COMPLIANCE WITH THE FOLLOWING CONDITION: <br /> <br />1. CITY STAFF SHALL WORK WITH THE METROPOLITAN COUNCIL TO <br />GAIN APPROVAL OF AN AMENDED PLAN. <br /> <br />15 Ayes - 0 Nays, Motion Carried. <br /> <br />Council recently completed an analysis of City Manager Matthew Fulton's performance <br />evaluation and compensation adjustment for the year 2001.
