City Engineering Les Proper has contacted the Postal Service and <br />recommends establishment of a non~parking zone. <br /> <br />Motion by Hoffinan, seconded by Samuelson, to WAIVE THE READING AND ADOPT THE RESOLUTION <br />ESTABliSHMENT A NO-PARKING ZONE 10 FEET EITHER SIDE OF THE CLUSTER MAIL BOX <br />ON TIIE NORTH SIDE OF 14111 STREETNW BETWEEN 21sr AND 23RD AVENUE NW. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Assistant Community Development Director David Black and Brighton Village Task Force member Bmce Howard <br />presented the consideration of tile Brighton Village Redevelopment Proposal. In December 2000, Kraus-Anderson <br />(KA) proposed a concept plan which featured a mix ofland uses including an expanded froo.lan.ding Snyders <br />Drugstore, space for small retail stores, medical clinic, and inter-connected senior housing/restaurant/hotel complex. <br />Numerous questions conceming its impact on the community were raised during public meetings, and in response, the <br />Brighton Village Task Force was e~1ablished in August 2001. The task force met eight times to evaluate the KA <br />proposal and any altemative proposals, and recommend a course of action to the Council. The task force included <br />residents (both from the immediate neighlxlrh(xxl and otller neighborhoods), business representatives, and Mounds <br />View School Di:::.1I1ct. TIle task force looked at public safuty, desirability and level of service to residents, traffic and <br />access, fmancial feasibility, and site planning. <br /> <br />In order to evaluate the KA proposal, two alternative development concepts were created for comparison. Both <br />I alternative concepts replaced JXlrtions ofthe KA proJXlsal with offices to accommodate the Mowlds View Public <br />School~ District cent. er. At the Janu~ 3, 20?2, meeting ~le task force a~proved the following conclusions: <br />I. rhe redevelopment of the Bnghton Village Shoppmg Center area IS necessary. <br />2. It is important to move fotward witll the redevelopment as soon as practical. The existing center and tlle <br />uncertainty sWTounding its improvement is a detrimentto the sWTOunding neighborhoods and tile colmmmity <br />as a whole. <br />3. The site should be redeveloped to provide as much retail space for small stores and restaurants as possible. <br />Particular attention should be paid to sctVing the needs of nearby residents. <br />4. The needs ofthe Mounds View Schools should be considered. School offices or other facilities could be an <br />attractive component of redcvclopment. <br />5. The Kraus~Anderson proposal is acceptable. <br /> <br />The members' difference of opinions is reflected in the lack of a strong reconunendation tor one alternative. TIle <br />tenants of the existing building have had to endure uncertainty regarding their future livelihood. The physical plant of <br />the center continues to deteriorate, and the unage of the area as a place to shop continucs to erode. A decision should <br />be made on the type of development with the greatest long-tenn benefIt for the community. Staff is contidcnt tllat site <br />plarming and economic issues can be worked out through established processes, once the land uses are established. <br /> <br />Orv Kraus, 1252 12tl1 Ave., believes the City does not need additional senior/subsidized housulg, and prefers more <br />retail shopping. He also would not want to see tax. increment financulg involved in tins project. <br /> <br />John Klakowski., said his fiunily leases Sinclair Station, and the KA proposal would eliminate the station. He noted <br />great concern of the proposal's impact on his family's livelihood. <br /> <br />I Scott Sclnnitt, KA, said the School District has not provided a guarantee or collllnitment to construct their District <br />Offices at this site. The senior housing portion would be an owner-occupied /non-subsidized facility, and tile other <br />. components work vel)' well together to create a success:ful project. Samuelson asked if a hotel is t:>ti II a viable option <br />being with recent hotel developments nearby. Schmitt continued that the hotel is a real possibility. Samuelson asked <br />if tile Sinclair Station could be accommodated into the proJXlsal.
