NW and west of Silver Lake <br />Rd.). The building of an addition to a home on Lake Diane Ct. provides a window of <br />opportunity for access to the lake that may not be available in the future. Staff recommends <br />soliciting quotes for removal of material and approve a budget of $25,000 from the Storm <br />Water Utility Fund for this project. Tf possible, Council indicated their desire to completely <br />eliminate the fen material from the Lake. <br /> <br />One resident noted that the fen continues to grow and take over the Lake. <br /> <br />Ray Petsola, 2845 18th St. NW, added that the fen grows more quickly during the summer <br />months, and strongly favors project approval. <br /> <br />One resident asked if properties which do not surround the Lake contribute drainage. <br />Proper noted that numerous properties contribute drainage to the Lake, and he will speak to <br />the City Forester about a downed tree which may be blocking the drainage system. <br /> <br />Wally Ward, 2782 17th Ter., feels much of the surface drainage can be attributed from the <br />storm sewers. Propcr said the probe discovered soft material at a 25 foot depth, and the <br />project's objective is to remove the floating material. <br /> <br />One resident stated support for a special assessment against affected properties which <br />would provide for the entire removal of the bog. <br /> <br />Motion by Samuelson, seconded by Moore-Sykes, to RECEIVE THE PETITION AND <br />DIRECT STAFF TO SOLICIT QUOTATIONS FOR REMOVAL OF MIRE AND <br />FEN MATERIAL FROM LAKE DIANE, APPROVE A $25,000 BUDGET FROM <br />THE STORM WATER UTILITY FUND FOR THE PROJECT, IF NECESSARY, <br />ADJUST THE BUDGETED AMOUNT TO ALLOW FOR COMPLETE REMOVAL <br />OF MA TERrAL, AND ADDRESS THE NEED FOR ADDITIONAL FINANCING AT <br />A LATER DATE. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Consent Agenda <br /> <br />Restrictive Parking <br />Silver Lake Road/14th <br />St. and Co.
