<br />I <br /> <br />I <br /> <br />I <br /> <br />Page 4 <br />Council Meeting Minutes - July 24,2001 <br /> <br />Council Business, continued <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND ADOPT <br />THE ORDINANCE RELATING TO THE PLANNED UNIT DEVELOPMENT <br />AMENDING CITY ZONING CODE SECTIONS 7-210 AND 7-230. <br /> <br />5 Ayes - 0 Nays, Motion Carried. <br /> <br />Consideration of a site plan review, Special Use Permit, and Type IV Nonconforming Use <br />Permit to construct an 8,500 sq. ft. addition to the Weyerhaeuser building at 185 5th Ave. SW to <br />enclose the outside storage of recyclable materials. A Nonconforming Use Permit is required <br />due to the existing building and parking lot is within the front yard setback area. The Special <br />Use Permit is required due to the outside storage not allowed within an 1-2 District. <br /> <br />Motion by Samuelson, seconded by Hoffman, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING SP 01-09 AND LP 01-09 CONTAINING THE <br />FOLLOWING CONDITIONS: <br />1. APPROVAL AND CONTINUED COMPLIANCE OF NC 01-02. <br />2. REVIEW, APPROVAL, AND COMPLIANCE WITH ANY REQUmEMENTS <br />OF THE RICE CREEK WATERSHED DISTRICT. <br />3. TOTAL ELIMINATION OF PRIVATE P ARKlNG IN PUBLIC RIGHT-OF- <br />WAY, NEW PARKING PLAN SHALL BE RESUBMITTED AND APPROVED <br />BY CITY STAFF; INDIVIDUAL PARKING STALLS SHALL BE STRIPED. <br />4. PERIMETER CURBING SHALL BE INSTALLED AROUND ALL OFF- <br />STREET PARKING AREAS AND DRIVE-AISLES. <br />5. ALL AREAS UTILIZED FOR OFF-STREET PARKING, STORAGE AND <br />DRIVE-AISLES SHALL BE PAVED WITH BITUMINOUS OR CONCRETE <br />SURFACE INCLUDING THE AREA TO THE EAST OF THE CONCRETE <br />"DOLLY PAD" AND WEST OF THE AMUR MAPLE PLANTINGS AREA <br />ILLUSTRATED IN THE LANDSCAPE AND SITE PLANS. <br />6. SITE LANDSCAPING SHALL BE IMPROVED BY AN ADDITIONAL <br />TWENTY-TWO (22) AMUR MAPLES TO BE PLANTED 7 ~ FEET APART IN <br />AN OVERLAPPING DESIGN TO ENCOURAGE COMPLETE SCREENING OF <br />SEMI-TRUCK TRAILERS. THIS REPRESENTS A TOTAL OF FORTY-FOUR <br />(44) SPECIMENS PLANTED ON THE SITE. <br />7. THE GREEN METAL BOXES STORED NEAR THE EAST LOT LINE AND <br />ALL OUTSIDE PAPER PRODUCTS SHALL BE CONTAINED WHOLLY <br />WITHIN THE PROPOSED ADDITION. <br />8. PROVISION OF A BOND OR LETTER OF CREDIT IN THE AMOUNT <br />EQUAL TO 100% OF THE COST TO INSTALL LANDSCAPING, CURBING <br />AND PAVING TO ENSURE THAT THESE ITEMS ARE INSTALLED PER <br />APPROVED PLANS. <br />9.
